Job Description
JOB PURPOSE
To lead and drive the culture and capability agenda for UEM Sunrise embedding the refreshed Purpose and Ways of Working, building a future-ready and AI-enabled workforce, and developing technical and leadership capability at every level of the organisation.
The role translates the People Blueprint into measurable culture, learning and leadership outcomes that supporting the business and High-Performance Organisation agenda. It shapes a values-driven, high-performing organisation by activating cultural behaviours, delivering structured capability and leadership development, and driving employee engagement and wellbeing in close cross-functional collaboration across the organisation.
JOB ACCOUNTABILITIES
Strategic Capability Development
- Lead the design, implementation, and continuous improvement of the Capability Development Strategy and Roadmap, covering technical, functional, and leadership learning.
- Develop and manage academy-based learning structures (e.g., Leadership Academy, Functional Academies) aligned with critical business capabilities.
- Oversee the learning governance, including annual learning planning, budget allocation, strategic vendor partnerships, and policy compliance.
- Own design and delivery of the leadership development programmes
- Lead the design and delivery of AI, digital and sustainability capability programmes across the organisation.
- Own the AI capability agenda for the workforce — AI literacy for all employees, role-based learning pathways, and progression from awareness to applied and advanced use.
Culture Building & Employee Engagement
- Drive the culture transformation journey by embedding values into policies, practices, performance conversations, and communications.
- Design and implement organisation-wide culture activation programmes, engagement campaigns, and values-based experiences.
- Champion the employee engagement strategy, including the annual employee engagement survey, action planning, pulse checks, and reporting.
- Partner with business leaders and HRBPs to ensure cultural alignment at all levels of the organisation.
- Lead the design and delivery of employee engagement, recognition and wellbeing initiatives, including festive and wellness calendars and employee support channels.
Stakeholder Engagement & Change Leadership
- Act as the subject matter expert on matters related to workforce capability and organisational culture including preparing regular updates for board and management team.
- Facilitate strategic HR initiatives including Board learning sessions, leadership offsites, management retreats, and enterprise-level HR programmes in collaboration with People Strategy and Transformation unit.
- Collaborate with COEs, HRBPs, and business leaders to ensure programmes are integrated, sustainable, and measurable.
- Lead internal communication for culture, learning and people initiatives in partnership with Strategic Communications & Branding.
Team & Operational Leadership
- Lead and develop a high-performing Culture & Capability team, including capability executives and specialists.
- Provide oversight of day-to-day learning operations, database management and reporting, systems, and compliance (e.g., HRD Corp).
- Own and manage the annual Culture & Capability budget, ensuring optimal allocation, utilisation tracking and cost optimisation, and maximise HRD Corp levy utilisation.
- Track and report on learning impact, participation metrics, capability indicators, and engagement outcomes to People & Culture leadership and business leaders.

MINIMUM ESSENTIAL QUALIFICATIONS & TECHNICAL COMPETENCES
- Bachelor's or Master's degree in HR, Organisational Development, Business, Psychology or a related field
- Minimum 12–15 years of relevant experience in Learning & Development, Capability Building, Culture Transformation or Organisational Development, including leadership roles.
- Experience designing and executing enterprise-level learning or culture initiatives in large or matrixed organisations.
- Strong understanding of learning strategy, adult development theory, change management, and organisational culture models.
