Job Description

Join SingHealth's Digital Health Readiness (DHR) team and take the lead in shaping how our workforce embraces digital transformation. The DHR team drives organisational and digital change across clinical, operational, and administrative areas, ensuring that our people are equipped and ready to deliver care in an increasingly digital environment.

We are looking for an experienced Senior Manager to lead the design, implementation, and evaluation of digital health enablement strategies. You will identify training and enablement needs, develop programmes that span both in-person and virtual formats, and ensure the successful deployment of learning and enablement activities across the organisation.

What You Will Do:

You will be involved in the development and implementation of organisation-wide training strategies aligned with business objectives and workforce development priorities, establishing frameworks and standards for curriculum design and content development across departments.

You will align training needs assessments with broader workforce planning and organisational transformation initiatives, overseeing the planning and delivery of in-person training sessions and e-learning modules to ensure quality, consistency, and accessibility. Working with Training Leads and subject matter experts, you will develop and maintain training content, conduct systematic training needs analyses across departments, and identify skill and knowledge gaps through surveys, performance data, stakeholder consultations, and operational feedback.

You will establish evaluation frameworks and metrics to assess training effectiveness at multiple levels, including learner satisfaction, knowledge acquisition, and on-the-job application. You will analyse training data and feedback to identify areas for improvement, and present findings and strategic recommendations to senior leadership to inform future enablement investments and priorities.

On the stakeholder front, you will partner with Training Leads across departments to align learning initiatives with operational needs, provide guidance, coaching, and support to build internal training capability, and foster a culture of continuous learning and knowledge sharing across the organisation.

Job Requirements:

  • Bachelor's Degree, preferably in Business Administration, Engineering, Human Resources, Education, Organisational Development, Psychology, or a related field; a postgraduate qualification in a relevant discipline would be an advantage
  • At least 8 years of relevant experience in Learning and Development, with a minimum of 2 years in a managerial or team lead capacity
  • Experience in a healthcare or similarly complex, regulated environment is preferred
  • Strong understanding of instructional design principles and adult learning methodologies, with a proven ability to conduct training needs analyses and develop evidence-based learning strategies
  • Familiarity with e-learning authoring tools and Learning Management Systems (LMS)
  • Excellent stakeholder management, communication, and facilitation skills, with strong analytical and data interpretation abilities to evaluate training effectiveness
  • Candidates with experience building databases and creating management reports using tools such as Excel, Tableau, and SharePoint would be preferred
  • Prior experience with robotic process automation (RPA) work process designing and scripting would be an added advantage
  • Adaptable and resilient individual, with strong planning and project management skills suited to a dynamic, fast-paced environment
