Job Description

Job Purpose:

The Senior Manager, Human Capital will lead the development and execution of RTSO's human capital strategy for the RTS Link Project, a flagship cross-border rail link connecting Johor Bahru, Malaysia, and Woodlands, Singapore. This role is responsible for aligning HR policies, workforce planning, talent management, employee experience, and organizational culture with RTS Operations Pte. Ltd.s business goals.

The incumbent will operate in a fast-paced, highly regulated, and complex environment, advising the CEO and Board, building a high-performance culture, and ensuring that RTSO attracts, develops, and retains the talent needed to successfully deliver and operate the RTS Link.

Key Accountabilities:

HR Strategy & Workforce Planning

  • Develop and implement HR strategies that align with RTSO's operational and strategic goals.
  • Lead workforce planning, forecasting, and organizational design for stations, ICQ/CIQ facilities, and the maintenance depot.
  • Identify future capability needs and implement strategies to build a future-ready workforce.
  • Strengthen HR governance, compliance, and risk management frameworks in line with Malaysian, Singaporean, and international labor regulations.

Talent Management & Leadership Development

  • Lead end-to-end talent management, including recruitment, onboarding, retention, succession planning, and talent mobility.
  • Implement competency-based career paths and learning frameworks to support individual and organizational growth.
  • Design leadership development programs to cultivate a strong pipeline of leaders for operational and corporate roles.
  • Partner with line managers to ensure effective performance management and talent development.

Employee Experience & Culture

  • Foster a high-performance, inclusive, and collaborative culture that reflects RTSO's values and operational requirements.
  • Design and execute employee engagement, recognition, well-being, and DEI initiatives.
  • Champion change management and support employees in adapting to operational and organizational transitions.
  • Enhance the overall employee experience across multi-location and cross-border operations.

Total Rewards & Performance Management

  • Design and maintain competitive compensation and benefits programs aligned with industry standards.
  • Implement performance management systems that encourage continuous feedback, development, and high performance.
  • Leverage HR analytics to make evidence-based decisions on rewards, recognition, and retention strategies.
  • Ensure compensation and HR policies comply with labor regulations in Malaysia and Singapore.

Digital HR Transformation & Process Optimization

  • Lead HR digital transformation initiatives, including HRIS implementation, automation, and self-service platforms.
  • Utilize predictive workforce analytics to inform strategic planning and operational decision-making.
  • Continuously optimize HR processes for efficiency, accuracy, and enhanced employee experience. Introduce technology-driven solutions to support talent management, learning, and engagement initiatives.

Stakeholder Management & Advisory

  • Serve as a strategic partner to the CEO, Board, and senior management on HR and organizational matters.
  • Build strong relationships with internal and external stakeholders, including joint venture partners.
  • Provide insights and guidance to shape organizational structure, policies, and people strategies to support RTSO's objectives.

Qualifications, Skills & Knowledge:

  • Bachelor's Degree in Human Resource Management, Business Administration, or equivalent. Professional HR certification (e.g., SHRM, CIPD, MIHRM) is an advantage.
  • Minimum 10 years experience in human capital management, with at least 5 years in a senior leadership role.
  • Experience in transport, infrastructure, or multinational organizations is preferred.
  • Proven experience in establishing, transforming, or scaling HR functions.
  • Proficiency in HRIS systems such as SAP SuccessFactors, Workday, Oracle HCM, and TimeSoft, along with strong capabilities in HR analytics and reporting tools. Experience with digital learning platforms and talent management systems is also essential.
  • Experienced in Strategic HR leadership across workforce planning, talent development, engagement, performance, compliance, change management, and digital HR transformation to strengthen organizational capability and culture excellence.
