Job Description

We are seeking an experienced senior HR professional to lead both the Human Resources and Administrative department. This is a hands-on role with strong focus on execution, particularly in HR operations and industrial relations, while overseeing administrative functions.

This role will be responsible for strengthening execution discipline, ensuring consistency in HR practices, and overseeing administrative operations to support overall organisational efficiency. The role requires a strong operational mindset, attention to detail, and the ability to manage day-to-day HR and admin matters while working within a structured environment.

Responsibilities

1. Talent Management & Workforce Planning

  • Oversee recruitment activities to ensure alignment with manpower planning and organisational needs
  • Lead and manage workforce planning and ensure hiring priorities are aligned with business requirements
  • Support succession planning initiatives and development of internal talent pipelines

2. HR Governance & Structure

  • Support development and implementation of HR policies, frameworks, and SOPs based on Management's direction
  • Ensure consistency in HR processes, approval flows, and documentation standards
  • Maintain proper HR records and ensure compliance with internal policies and statutory requirements
  • Continuously improve HR processes to enhance efficiency and control

3. Industrial Relations & Labour Law Compliance

  • Ensure compliance with Malaysian labour laws and statutory requirements
  • Lead and manage disciplinary processes including misconduct investigations, show cause, domestic inquiry procedures and termination processes in a fair and consistent manner
  • Coordinate IR-related matters including liaison with Labour Office and relevant authorities
  • Ensure proper documentation and record-keeping for all IR-related cases

4. Performance Management & KPI Systems

  • Support implementation of KPI framework
  • Track performance review cycles and ensure proper documentation
  • Support managers in executing performance evaluations and PIPs

5. Digital & AI Enablement

  • Leverage digital tools and AI solutions to improve efficiency in HR and administrative processes
  • Identify opportunities to streamline workflows (e.g. documentation, reporting, recruitment coordination) using technology
  • Support adoption of AI tools within HR and administrative functions where relevant

6. HR Operations Oversight

  • Oversee HR operations including payroll coordination, claims, leave, and HR administration
  • Ensure accuracy, timeliness, and compliance in HR processes
  • Maintain HRIS data integrity and reporting standards

7. Administration & Office Operations Oversight

  • Oversee administrative operations and vendor coordination for office-related services
  • Supervise inventory management (e.g. pantry, stationery, office supplies)
  • Ensure smooth execution of internal logistics and coordination (e.g. events, office needs)

Reports directly to: Division Head / Managing Director

No. of staff under direct supervision/indirect supervision: 8

Qualifications

  • Education: Bachelor's Degree in Human Resources, Business Administration, Psychology, or related field (Professional HR certifications are an added advantage)
  • Relevant Experience: 8–10 years of HR experience, with exposure to both strategic and operational roles
  • Status: Citizens or permanent residents of Malaysia. Able to work in Malaysia without a visa
  • Language: Excellent communication skills in English and Bahasa Malaysia.
  • Proven experience in building HR frameworks, not just executing tasks
  • Strong understanding of Malaysian labour laws and HR best practices
  • Hands-on experience in disciplinary processes, misconduct handling, and domestic inquiry
  • Experience in property, construction, or similar industries is an advantage
  • Ability to manage multiple responsibilities in a structured and disciplined manner
  • Practical and grounded approach to stakeholder management
  • High level of ownership, structure, and execution discipline

Renumeration & Benefits

Compensation: Salary will be commensurate according to the candidate's skills sets, experience and academic achievement, with preference for candidates suited to a hands-on, execution-focused role.

Annual leave: 14 working days per year for new hires below manager level, 16 days for manager level and 21 days for senior management

Benefits: Health insurance, medical/dental expense allowance, parking subsidies and education support for you and your immediate family members (i.e., Spouse and children who are not working)
