Job Description

Position Overview

As a key member of the Project Integration Division (PID), the Senior Manager, Planning & Controls plays a pivotal role in ensuring that all strategic and large-scale capital projects at PTP are executed efficiently, on time, and within scope and budget.

This role is accountable for:

  • Developing and maintaining integrated project schedules and plans.
  • Driving project performance reporting and controls.
  • Safeguarding proper documentation, reporting, and compliance to project management frameworks.
  • Providing data-driven insights to senior management for effective decision-making.

The position directly manages the Reporting and Document Control Section and provides leadership, coaching, and direction to ensure high-quality project governance and delivery standards.

Key Responsibilities

A. Master Scheduling & Planning

  1. Lead the development and maintenance of master project schedules (civil, infrastructure, equipment, and studies) to ensure accurate, reliable, and up-to-date timelines.
  2. Collaborate with Project Managers to develop baseline schedules, forecasts, and recovery plans; identify risks and opportunities for improvement.
  3. Establish integrated schedules using Microsoft Project (or Primavera) that consolidate activities, durations, milestones, and interdependencies across internal divisions and external contractors/consultants.
  4. Develop and maintain dashboards (e.g., in Power BI) for monitoring project progress, costs, and schedules, enabling data-driven decision-making by senior management.
  5. Ensure cross-functional alignment by collaborating with other divisions (Operations, Engineering, Facilities, HSSE) and relevant external stakeholders.

B. Project Controls & Governance

  1. Define and manage cost and schedule baselines using Earned Value Management (EVM) principles; implement robust controls to monitor actual vs. planned performance.
  2. Work closely with the Contracts Section to align financial tracking with project milestones, ensuring accurate budget and payment control.
  3. Conduct variance analysis and recommend corrective actions to keep projects within approved scope, cost, and timeline.

C. Documentation & Reporting

  1. Oversee all project documentation, ensuring systematic archiving, version control, accessibility, and backup procedures.
  2. Champion digital tools and systems for documentation to enable a single source of truth for all project-related data.
  3. Prepare and deliver periodic project reports (weekly, monthly, quarterly) for stakeholders, senior management, and external parties (regulatory bodies, auditors, etc.).

D. Project Management Framework

  1. Serve as the custodian of PID's Project Implementation Framework (PIF), based on PMBOK methodology, ensuring compliance and continuous improvement.
  2. Lead initiatives to review, refine, and enhance the framework to align with PTP's evolving needs and industry best practices.
  3. Provide training and mentorship to internal teams to build project management competencies.

E. Leadership & Team Development

  1. Directly manage a team of 24 staff, providing guidance, coaching, and performance feedback.
  2. Promote a culture of accountability, innovation, and continuous improvement within the team.
  3. Drive professional development and knowledge-sharing to strengthen project governance capabilities across the division.

F. Other Responsibilities

  1. Ensure compliance with safety regulations and PTP's HSSE standards during project planning and execution.
  2. Stay abreast of emerging project management tools, technologies, and practices that can improve efficiency.
  3. Undertake other tasks and responsibilities as assigned by the Head of Division.

Requirements & Qualifications

  • Education: Bachelor's Degree in Civil, Mechanical, Electrical, Structural Engineering or related discipline.
  • Experience: Minimum 10 years in project management, planning, or controls within infrastructure, construction, manufacturing, or related industries (port experience is advantageous).
  • Certifications: Project Management Professional (PMP) is mandatory; additional certifications (Primavera, PRINCE2, etc.) are advantageous.
  • Technical Skills:
  • Strong proficiency in MS Project or Primavera.
  • Advanced MS Excel and MS Office Suite skills.
  • Hands-on experience with Power BI for data visualization preferred.
  • Familiarity with electrical networks, building services, and infrastructure systems is an added advantage.
  • Leadership Skills: Proven track record of leading teams, building collaboration, and managing stakeholders at senior levels.
  • Soft Skills:
  • Excellent organizational and analytical abilities.
  • Strong presentation, communication, and negotiation skills in English and Malay.
  • High resilience, adaptability, and problem-solving skills.
