Job Description

Senior Procurement Manager - Projects

Core Purpose

Strategic procurement leader managing sourcing activities for capital projects, construction programs, and project-related goods and services, ensuring cost efficiency, risk mitigation, and compliance.

Key Responsibilities

Strategic Sourcing & Category Management: Develop and implement sourcing strategies for construction services, consultants, materials, and equipment. Conduct market analyses, negotiate master service agreements, and establish framework contracts supporting multiple projects.

Supplier Management: Build strong supplier relationships, establish performance metrics, conduct business reviews, manage scorecards, and implement continuous improvement initiatives to ensure reliable delivery and quality standards.

Procurement Governance & Compliance: Ensure adherence to JLL policies, client requirements, and regulatory standards. Establish procurement processes, approval workflows, conduct supplier due diligence, and maintain audit-ready documentation.

Contract Negotiation & Commercial Management: Lead complex negotiations for high-value contracts, balancing cost optimization with risk allocation. Structure agreements protecting JLL and client interests while managing variations, claims, and disputes.

Stakeholder Collaboration: Partner with project managers, construction teams, designers, and clients to align procurement with project schedules and specifications. Ensure supplier selections support overall project success.

Budget & Cost Management: Develop procurement budgets, track expenditures, identify savings opportunities, benchmark pricing, implement value engineering, and report on procurement performance and cost contributions.

Risk Management: Assess supplier financial stability and capacity, manage supply chain disruptions, address quality concerns, ensure insurance/bonding requirements, and develop contingency plans to maintain project continuity.

Team Leadership: Lead and develop procurement teams, provide coaching, set performance expectations, share best practices, and foster continuous improvement culture.

Technology & Process Improvement: Leverage e-procurement platforms, implement digital tools for supplier management and spend analytics, and drive process standardization for improved efficiency.

Reporting & Analytics: Prepare reports on procurement activities, savings, supplier performance, compliance metrics, and pipeline visibility for senior management and clients.
