Job Description

Position Title: Senior Project Manager- Finance(Mandarin)

Location: Kuala Lumpur, Malaysia

Duration: 1 Year (12 Months)

Department: Group IT Operations

Reports To: Senior Manager, Project Group IT Operations

Geographical Scope: Supporting Group Office and Local Business Units

Position Objective

The Project Delivery Manager is responsible for leading and delivering projects within agreed scope, time, cost, and quality parameters. The role ensures project outputs achieve intended business outcomes while adhering to governance frameworks and addressing risks, benefits, and stakeholder expectations. The position also ensures strong collaboration, governance compliance, and alignment with customer needs.

Key Roles and Responsibilities

1. Project Delivery Management

  • Lead the planning, execution, monitoring, and closure of projects within defined constraints and tolerances.
  • Prepare and manage key project documents such as:
  • Project Mandate / Brief
  • Project Initiation Document (PID)
  • Benefits Review Plan
  • Project Plans (schedule, budget, quality, resource plan)
  • Product Descriptions and Work Packages
  • Produce project reporting and documentation including:
  • Highlight Reports
  • End Stage Reports
  • End Project Reports
  • Exception Reports, Issue Reports, Lessons Learned, and Follow-up Action Reports
  • Maintain and manage project logs including:
  • Risk Log
  • Issue Log
  • Dependency Log
  • Assumption Log
  • Action Log
  • Lessons Learned Log
  • Take overall responsibility for project delivery and implement corrective actions when required.
  • Establish and manage project governance procedures including risk management, exception management, monitoring and control, and configuration management.
  • Escalate deviations from project tolerances to the Project Board.
  • Authorize commencement of project activities within agreed authority limits.
  • Ensure compliance with change management strategies including quality, communication, and configuration management.

2. Project Communications Management

  • Develop and maintain a Project Stakeholder Management Strategy and Communication Plan.
  • Lead communications with internal and external stakeholders.
  • Facilitate engagement with the Project Board and senior stakeholders.
  • Ensure clear communication of project procedures such as risk management, monitoring, and governance practices to project teams and vendors.
  • Manage information flow between project governance levels and delivery teams.

3. Project Leadership and Team Management

  • Establish clear behavioral and performance expectations aligned with organizational values and operating principles.
  • Lead, motivate, and coordinate project team members including vendor personnel.
  • Support team development through coaching, mentoring, and performance management activities.

4. Portfolio and Programme Coordination

  • Collaborate with Portfolio and Programme Management teams to ensure project alignment with strategic objectives.
  • Prevent duplication of efforts and manage cross-project dependencies.
  • Prepare the Project Benefits Review Plan with relevant stakeholders.
  • Provide input into managing portfolio-level risks, assumptions, and issues.
  • Support benefits realization and continuous improvement initiatives.
  • Identify opportunities to improve the project framework through automation and modern technology adoption.
  • Deliver accurate project artefacts and reports to support informed decision-making by senior leadership.

  • Successful delivery of projects within the approved budget and financial constraints.

Non-Financial Measures

  • Delivery of project objectives within agreed scope, quality, and timeline.
  • Effective risk management and stakeholder satisfaction.

Communication Requirements

Internal

  • Engage with colleagues and stakeholders across departments, including senior leadership (Director or Business Unit CTO level).
  • Ability to communicate complex topics clearly and manage difficult discussions where necessary.

External

  • Work closely with third-party vendors and service providers involved in project delivery.
  • Manage vendor relationships and ensure quality, timely, and complete delivery of services.

Minimum Job Requirements

Education & Experience

  • Bachelor's degree in Information Technology, Business, or related field.
  • Minimum 10+ years of project management experience.
  • At least 4 years in a senior delivery or leadership role.
  • Proven experience delivering large-scale technology projects, particularly in networking and/or security.
  • Experience managing contract renewals or renegotiations at scale.
  • Experience working with support functions such as:
  • Legal
  • Regulatory
  • Risk
  • Contract Management
  • Vendor Management
  • Experience developing business cases and managing program financials.
  • Exposure to IT lifecycle management, asset management, and enterprise IT environments.

Required Skills

  • Strong leadership and stakeholder management capabilities.
  • Excellent communication and interpersonal skills.
  • Strong planning, analytical, and problem-solving abilities.
  • High attention to detail and ability to deliver independently with minimal supervision.
  • Strong knowledge of project management tools and methodologies.
  • Experience managing third-party vendors and remote teams.

Preferred / Advantageous Qualifications

  • Postgraduate degree.
  • Familiarity with ITIL practices and service transition.
  • Proficiency with project management tools (e.g., Microsoft Project).
  • Professional certifications such as:
  • PRINCE2
  • PMP
  • AgilePM

Reporting Structure and Team Responsibilities

  • This role operates within Group IT Operations.
  • Position functions primarily as an Individual Contributor (IC).
  • May supervise 05 team members or vendor personnel depending on project requirements.
