The Senior Regulatory and Compliance Engineer will serve as a subject-matter expert for the design, manufacture, modification, and certification of industrial control panels and semiconductor manufacturing equipment. The position requires advanced, hands-on expertise in UL 508A, including panel construction requirements, component selection, short-circuit current rating determination, technical documentation, and support of UL-listed panel-shop activities.
To provide broader organizational value, the role will also support applicable SEMI safety guidelines, ISO management-system standards, international product-safety requirements, customer specifications, and site quality-system processes. The engineer will work across design engineering, industrial and manufacturing engineering, quality, operations, supply chain, customers, and third-party certification organizations to ensure that products and manufacturing processes meet applicable regulatory and contractual requirements.
The position will be located in either Penang/Batu Kawan, Malaysia, or Guadalajara, Mexico, based on the selected candidate and business requirements.

Essential Duties And Responsibilities
UL 508A Technical Leadership
- Serve as Jabil's technical subject-matter expert for UL 508A industrial control-panel design and manufacturing compliance.
- Interpret and apply UL 508A requirements to electrical schematics, panel layouts, bills of material, wiring practices, overcurrent protection, enclosure construction, markings, and production processes.
- Determine and document short-circuit current ratings, including application of UL 508A Supplement SB and evaluation of component combinations.
- Review electrical designs and component selections for use of appropriately Listed or Recognized components and applicable conditions of acceptability.
- Use UL Product iQ and related certification resources to verify component status, ratings, categories, and installation limitations.
- Support the establishment, maintenance, or expansion of Jabil industrial control-panel certification and labeling capabilities.
- Act as a technical interface with UL Solutions, other Nationally Recognized Testing Laboratories, inspectors, customers, and Authorities Having Jurisdiction, as applicable.
- Support UL follow-up inspections, surveillance audits, findings, corrective actions, and updates to controlled procedures.
- Develop and maintain UL 508A design guidelines, engineering checklists, standard work, approved-component practices, and compliance records.
- Train engineers, manufacturing personnel, quality inspectors, and technical staff on UL 508A requirements and compliant panel-construction practices.
- Maintain awareness of revisions to UL 508A and associated standards and translate changes into design, documentation, manufacturing, and training actions.
- Interpret and apply relevant SEMI safety guidelines to semiconductor manufacturing, measurement, assembly, and test equipment.
- Lead or support equipment component evaluations against SEMI S2, including electrical, mechanical, chemical, fire, radiation, ventilation, emergency-control, and related EHS considerations.
- Support ergonomic design and equipment component assessments in accordance with SEMI S8.
- Facilitate product risk assessments and risk-reduction activities in accordance with SEMI S10 and applicable customer methodologies.
- Evaluate additional SEMI guidelines based on equipment scope, including SEMI S1, S3, S6, S13, S14, S18, S22, S23, S27, and S28.
- Prepare, review, or coordinate technical documentation and objective evidence required for customer acceptance or independent SEMI equipment evaluations.
- Engage early in product introduction and design-transfer activities to ensure regulatory and compliance requirements are incorporated before design release and production.
- Participate in design reviews, DFx reviews, hazard analyses, equipment qualification, and engineering change control.
- Coordinate external compliance assessments and resolve findings with internal engineering teams, customers, and third-party evaluators.
- Determine applicable product-safety, machinery, electrical, electromagnetic compatibility, and environmental requirements for customer products and target markets.
- Support compliance to applicable standards and regulations, which may include:

- IEC 60204-1
- IEC/UL 61010 series
- IEC 61439 series, where applicable

- Develop product compliance matrices identifying applicable requirements, evidence, responsible owners, open gaps, and approval status.
- Review supplier certifications, declarations, test reports, material declarations, and technical documentation for acceptability.
- Assess regulatory impact of engineering changes, component substitutions, alternate-source approvals, and obsolescence events.
- Support customer inquiries, compliance declarations, technical-file development, and product-certification deliverables.
- Coordinate compliance testing and certification activities with qualified laboratories and certification bodies.
- Support the effective implementation and continual improvement of Jabil management-system processes, with primary emphasis on ISO 9001.
- Interpret applicable quality-system and product-realization requirements and translate them into practical engineering and manufacturing controls.
- Participate in internal, customer, registrar, and regulatory audits.
- Support corrective and preventive action, root-cause analysis, risk management, document control, training, supplier controls, and change-management processes.
- Develop and maintain procedures, work instructions, compliance plans, checklists, technical files, and objective evidence.
- Support relevant management-system standards based on site and customer requirements, potentially including:
- ISO 9001, Quality Management Systems
- ISO 14001, Environmental Management Systems
- ISO 45001, Occupational Health and Safety Management Systems
- ISO/IEC 17025 concepts for testing and calibration activities
- Monitor changes in standards and customer requirements and coordinate gap assessments and implementation plans.
Cross-Functional and Customer Support
- Partner with design engineering, industrial and manufacturing engineering, quality, operations, supply chain, sourcing, program management, and customers to integrate compliance requirements throughout the product lifecycle.
- Provide timely, risk-based recommendations that balance regulatory compliance, customer commitments, cost, schedule, manufacturability, and technical feasibility.
- Communicate complex regulatory requirements clearly to technical and nontechnical stakeholders.
- Lead compliance workstreams for new-product introductions, transfers, redesigns, and production launches.
- Support customer and business-unit meetings as the technical authority for assigned regulatory and compliance topics.
- Identify compliance risks, define mitigation actions, assign ownership, and escalate significant issues to appropriate leadership.
- Mentor engineers and other personnel in product-safety and regulatory-compliance practices.
- Coordinate priorities across multiple programs, customers, and manufacturing locations.
- May lead projects or technical workstreams without direct supervisory responsibility.
- Adhere to all safety and health rules and regulations associated with this position and as directed by management.
- Comply with all procedures within the company security policy.
- Perform other duties and responsibilities as assigned.

Education
- Bachelor's degree in Electrical Engineering, Electronic Engineering, Mechatronics Engineering, Mechanical Engineering, or another relevant engineering discipline from an accredited institution.
- Equivalent education and directly relevant experience may be considered in accordance with local Jabil policies.
- Minimum 8 years of relevant engineering experience, including substantial experience in product safety, semiconductor equipment compliance, electrical controls, certification, or regulatory engineering.
- Minimum 5 years of direct, hands-on UL 508A experience involving the design, review, construction, inspection, certification, or technical oversight of industrial control panels.
- Demonstrated experience interpreting standards and converting requirements into engineering specifications, design rules, manufacturing controls, and objective evidence.
- Experience working in a complex manufacturing, contract-manufacturing, industrial-equipment, automation, or semiconductor capital equipment environment.
- Experience supporting design reviews, manufacturing processes, engineering changes, corrective actions, and internal or external audits.
- Experience interacting with certification bodies, testing laboratories, customers, auditors, inspectors, or other external compliance stakeholders.
