Job Description
PRIMARY OBJECTIVES
- Lead the coordination and integration of Utility Networks, Public Realm and MEP design requirements with the overall TRX Master Development framework to ensure alignment with project strategy, programme, budget, quality and long-term operational needs.
- Ensure design deliverables, technical submissions, authority requirements and interface matters are reviewed, monitored and resolved in a timely manner to support smooth project implementation and approval processes.
- Provide technical leadership, guidance and decision support to consultants, contractors, plot developers and internal stakeholders in resolving design, construction, testing and commissioning matters related to utilities infrastructure and MEP systems.
- Drive design coordination, value engineering, constructability review and risk mitigation initiatives to enhance efficiency, cost effectiveness, sustainability, safety and maintainability across Utility Networks, Public Realm and MEP works.
- Monitor project progress, design changes, technical risks and stakeholder commitments to ensure timely closure of issues and effective delivery of infrastructure works supporting TRX development objectives.
KEY RESPONSIBILITIES
Technical Support on Design and Authority Matters
- Provide support in master plan level utility networks, public realm and MEP technical matter and liaison with authorities. This includes negotiation in obtaining better position for TRXC and to uphold the company interest.
- Project design development and management are necessary to keep project on schedule, within budget, meeting datelines and ensuring quality control.
- Review all design work to ensure compliance with TRX sustainability strategy, specifications and local authorities requirements.
- To manage authority submission & provide technical solution to meet authority requirement for the project submission & approval in timely manner.
- To establish & maintain design related element database for Plots Developer's reference with regards to Utilities.
- Lead the technical review of drawings, specifications, method statements, design reports and authority comments to ensure that Utility Networks, Public Realm and MEP deliverables are coordinated, constructible and aligned with TRX master development requirements.
- Coordinate with relevant authorities, utility agencies and internal stakeholders to resolve technical requirements, submission conditions, approval comments and interface matters in a timely manner.
Consultants Group Deliverables and Collaboration with Team
- Involve and provide guidance and lead the Consultants in their design and technical matters.
- Manage consultant groups (Master Planner, MEP, C&S, Architectural, Services Mapping Team and Survey) in their design process, site coordination and deliverables.
- Interface and negotiable with all Consultants and plot developers.
- Collaboration and work with others in coming up with and executing solutions.
- To support consultants & provide technical solutions in compliance to authority requirements.
- Review consultants design submissions, technical proposals, coordination drawings and responses to ensure completeness, consistency and compliance with project requirements before circulation, approval or implementation.
- Facilitate design coordination meetings, technical workshops and interface sessions with consultants, plot developers, contractors and internal departments to identify issues, agree mitigation actions and monitor closure.
Tender and Cost Control
- Lead, monitor and control of any tender activities prior to award and cost within allowable budget and work program.
- Involves in the whole procurement process including cost estimation, verification and certification for MEP items in collaboration with the cost consultant.
- Review tender documents, technical specifications, scope of works, bills of quantities and tender clarifications to ensure that project requirements are clearly defined and risks are properly addressed before award.
- Support value engineering exercises, change assessments and technical evaluation of alternatives to optimise cost, programme, quality, safety and long-term maintainability of Utility Networks, Public Realm and MEP works.
Construction, Testing & Commissioning and Connection of Utilities
- Monitor construction activities, resolve time delay issue, testing & commissioning and ready for connection of utilities to individual plots.
- Coordinate site inspections, technical verification, non-compliance resolution and implementation of corrective actions to ensure works are executed in accordance with approved drawings, specifications, authority requirements and project standards.
- Manage testing, commissioning, handover documentation, as-built information and utility connection readiness to support timely energisation, operational acceptance and plot developer interface requirements.
REQUIREMENTS
- Minimum Bachelor's Degree in M&E or equivalent with Registered Professional Engineer with BEM and IEM.
- Minimum 10 years experience with at least 3 years experience working in a design consultancy and the remaining in construction and/or property development
- Knowledge and experiences in design, tendering, cost control, value engineering and project management. Experience in District Cooling Plant (DCP) is an added advantages
- High level of integrity, results oriented and ability to work under pressure and meeting deadlines.
