About this Opportunity

We are looking for an experienced Technical Superintendent to provide end-to-end technical management of assigned offshore vessels, ensuring safe, compliant, reliable and cost-effective operations.

Based in Malaysia and reporting to the General Manager Fleet Operations, you will be responsible for maintaining asset integrity and operational readiness through effective planned maintenance, defect control, class and statutory compliance, dry-docking, repairs, budget management, procurement coordination and technical support to Masters and Chief Engineers.

You will also work closely with vessel operations and marine teams, vessel crews, HSEQ, procurement, supply chain, finance, commercial and project teams, as well as external stakeholders such as classification societies, flag administrations, shipyards, OEMs and specialist contractors.

Key Responsibilities

Safety, Environment & Risk Management

• Promote a strong safety culture and ensure compliance with HSEQ and risk-management requirements.
• Support technical incident investigations, root-cause analysis and corrective actions.
• Ensure contractors comply with applicable safety requirements and apply appropriate risk assessments and Management of Change.
• Key indicators: Technical incidents and repeat failures; corrective-action closure; contractor HSE compliance; quality of risk assessments and change controls.

Technical Operations & Vessel Reliability

• Provide technical support to assigned vessels and advise Masters and Chief Engineers on machinery, electrical and auxiliary systems.
• Monitor vessel condition, equipment performance, recurring defects and reliability trends.
• Drive timely resolution and permanent close-out of technical defects.
• Key indicators: Vessel availability and downtime; open-defect ageing and recurrence; machinery-performance trends; quality and timeliness of technical support.

Planned Maintenance & Asset Integrity

• Oversee PMS execution, critical-equipment maintenance, inspections and maintenance records.
• Ensure maintenance plans and equipment records meet maker, Class and company requirements.
• Use condition monitoring and failure analysis to drive reliability improvements.
• Key indicators: PMS compliance; overdue critical tasks; inspection-action closure; critical-spares readiness; reliability improvement.

Class, Statutory & Management-System Compliance

• Maintain valid Class and statutory certification and ensure surveys, audits and inspections are properly planned.
• Coordinate with Class, Flag Administrations and relevant authorities on surveys, exemptions and technical approvals.
• Support ISM, ISPS and environmental compliance and close findings from audits, Port State Control and vessel inspections.
• Key indicators: No overdue Class/statutory requirements; timely closure of findings and conditions; survey and audit readiness; compliance-action completion.

Dry-Docking, Repairs, Conversions & Projects

• Develop technical scopes and specifications for dry-docking, repairs and vessel projects.
• Prepare budgets, schedules and tender packages and support technical bid evaluations.
• Supervise dockings, major repairs, modifications, installations, commissioning and trials.
• Key indicators: Safe delivery within approved scope; schedule and cost performance; quality of close-out documentation; post-project defect performance.

Budget, Procurement & Cost Control

• Prepare and manage technical operating and capital budgets for assigned vessels.
• Monitor expenditure, forecasts and cost variances while identifying cost-saving opportunities without compromising safety or reliability.
• Support procurement, technical evaluations, vendor performance and invoice verification.
• Key indicators: Budget variance and forecast accuracy; procurement-cycle timeliness; controlled costs; invoice and scope accuracy.

Stakeholder Coordination, Leadership & Reporting

• Maintain effective relationships with vessel crews, vessel management, HSEQ, Procurement, Finance, clients, Class, shipyards and OEMs.
• Provide technical coaching to Masters, Chief Engineers and technical personnel.
• Provide accurate reporting on vessel condition, defects, maintenance, projects, risks and expenditure, with timely escalation of significant issues.
• Key indicators: Timely and accurate reporting; stakeholder responsiveness; quality of technical decisions and escalation; crew feedback and capability development.

Qualifications and Experience

• Certificate of Competency as Marine Engineer Officer Class 1 or Class 2 under STCW III/2, or a recognised degree/diploma in Marine, Mechanical or Electrical Engineering with relevant vessel-management experience.
• Relevant seagoing engineering experience on offshore or marine vessels, together with demonstrated shore-based technical-management capability.
• Hands-on experience with PMS governance, defect management, class and statutory surveys, repairs, dry-docking, budgets and contractor/OEM coordination.
• Working knowledge of safety management systems, risk assessment, management of change and technical incident investigation.
• Competence with Microsoft 365 and marine maintenance, procurement or fleet-management systems.
• Valid offshore/site safety training and medical certification as required for vessel and shipyard attendance.

Desirable Experience

• Chief Engineer or senior engineer experience on PSV, AHTS, subsea, DSV, offshore tug or DP vessels.
• Experience with DP systems, FMEA/annual trials, power-management systems and mission-critical offshore equipment.
• Experience with vessel modifications, conversions, temporary project equipment and commissioning.
• Familiarity with environmental and energy-efficiency requirements applicable to vessel operations.

Other Requirements

• Willingness and ability to travel internationally and attend vessels, shipyards and offshore locations at short notice.
• Ability to work outside normal hours when required to support vessel incidents, breakdowns, dockings and time-critical operations.
• Medically fit and eligible to meet company, client and site access requirements.
