Base location: Shah Alam, Selangor, Malaysia

Travel: Domestic and international business trips required

Role Overview:

The Technical & Tender Manager's key role requires to support diligently Business Development teams in overseeing the preparation of the technical proposal and other requisite deliverables for turnkey EPCC, Electro-Mechanical equipment packages, Process and Environmental Analytical Systems, Multi-Energy Decarbonised Power Generation facilities bids, participate in the research and innovation of new ideas and emerging technologies.

Requirements / Pre-requisite:

Education:

-Bachelor's degree in Instrumentation, Mechanical Engineering, or a related field, with experience in the Oil & Gas, Petrochemical, or Power Generation industries.

Experience:

-Minimum of 7 years experience in Tender and Proposal roles.

Technical Knowledge:

-Strong knowledge in Process, Civil, Mechanical, Piping, Electrical, Instrumentation, and Control Engineering.

-Familiar with Engineering Procurement Construction Commissioning (EPCC) contracts, Life Cycle Services, Process Control Systems, Natural Gas Electrical-Mechanical Packages, and Process & Environmental Analytical Systems is advantageous.

-Proficient in Contract and Cost Management.

-Good understanding of Commercial Terms & Conditions and Risk Management.

Interpersonal Skills:

-Excellent communication and collaboration skills, with the ability to work effectively with internal and external multi-disciplinary teams.

-Strong written and spoken English skills to communicate effectively with domestic and overseas manufacturers, suppliers, subcontractors, and service providers (Vendors).

-Chinese language skills is an added advantage for smooth communication with Hong Kong and Mainland China vendors and clients.

Responsibilities:

Lead and manage the Tender and Proposal team, overseeing both technical and commercial aspects.

Evaluate and analyze the technical and commercial requirements for each incoming Tender and Proposal request.

Develop both commercial (costing) and technical compliance proposals, collaborating with supporting engineering disciplines, and identify risks and mitigation strategies.

Design optimized technical solutions to meet both technical and commercial objectives.

Coordinate with international technology partners and strategic owners.

Oversee and manage the tender cost computation sheet.

Handle proposal clarifications and ensure all queries are addressed.

Ensure tender documents are well-documented, bid status are updated on defined schedule.

Organise project kick-off meetings and manage the process for project handover following successful proposals
