Job Description

Job Purpose:

Implement Construction Led Engineering principle thoroughly.

The Engineering Manager is responsible for leading and managing all engineering activities for upstream oil & gas EPCIC projects, ensuring engineering deliverables are completed on schedule, within budget, and in full compliance with project specifications, industry standards, and regulatory requirements. This role provides technical leadership across all disciplines and serves as the key interface between engineering, project management, procurement, construction, and the client.

Key Responsibilities:

Engineering Leadership & Management

  • Oversee the design and documentation of all engineering works to achieve short and long-term engineering projects goals.
  • Guide multi-discipline engineering teams and uphold the accuracy and quality standards to ensure compliance and adherence.
  • Establish engineering execution strategies, workflows, and resourcing plans aligned with project schedules and milestones.
  • Ensure timely delivery of engineering documents, drawings, and specifications in accordance with EPCIC requirements.

Project Execution & Coordination

  • Report to Project Director or Project Manager.
  • Oversee and drive the management of projects including technical report writing, supervision of drawing production, project progress reporting, contract administration and quality assurance activities.
  • Act as the focal point for all engineering matters throughout the project lifecycle, from FEED support through detailed design, procurement, construction, commissioning, and handover.
  • Interface closely with Project Management Team, Procurement, Construction, and QA/QC teams to ensure engineering deliverables are adequate to support project execution.
  • Collaborate with other department to ensure engineering and project compliances.

Technical Assurance & Compliance

  • Provide guidance on rules & regulations pertaining to all engineering disciplines to ensure that the project meet the legal guidelines, environmental directives, and HSE requirements.
  • Ensure compliance with applicable codes, standards, client specifications, and regulatory requirements.
  • Oversee design reviews, HAZID, HAZOP, SIL studies, and other technical risk assessments as required.
  • Review and approve key engineering deliverables and manage technical queries, deviations, and change requests.

Client & Stakeholder Management

  • Serve as the primary engineering interface with various stake holders such as clients, licensors, vendors, and third-party consultants.
  • Chair technical meetings, design reviews, and progress updates
  • Manage engineering-related correspondence, clarifications, and approvals.

Cost, Schedule & Risk Control

  • Monitor engineering progress, manpower utilization, and engineering budgets.
  • Identify risks, bottlenecks, and interface issues, proposing mitigation plans where required.
  • Support change management processes, including technical input for variations and claims.

Quality, HSE & Continuous Improvement

  • Promote a strong safety culture and ensure engineering activities comply with HSE requirements.
  • Ensure engineering quality systems, procedures, and best practices are followed.
  • Drive continuous improvement, lessons learned, and standardization across projects.
  • Supervise, review, lead and develop engineering subordinates for continuous improvement, professional development and career path planning

Qualifications & Experiences:

  • Bachelor's Degree in Engineering (Mechanical, Chemical, Electrical, or related discipline).
  • Must have experience & exposure in offshore EPCIC environment.
  • Must have proven experience or held position in construction/fabrication of offshore facilities such as construction engineer.
  • Must have proven experience or held position as project engineer or senior project engineer.
  • Proven experience in a senior engineering leadership role (Engineering Manager, Lead Engineer, or equivalent).
  • Must understand the importance of Construction Led Engineering principle and implement this principle thoroughly.
  • Strong knowledge of upstream facilities design steps & process for offshore platforms, onshore processing facilities, pipelines, and related systems.
  • Familiarity with international codes and standards (API, ASME, IEC, ISO, etc.).
