Job Description

Job Summary

To lead, implement and drive the success of HMI Group's procurement model.

Based at our HMI Malaysia KL corporate office, you will be responsible for defining and implementing the category strategy for the hospitals and Ambulatory Care Centres (ACCs), utilizing strategic sourcing processes, tools and policies.

Key Responsibilities

  • Define and implement the category strategy, utilizing strategic sourcing processes, tools and policies.
  • Perform supplier market/category/supply risk analysis and develop total cost ownership model to identify cost improvement / cost saving opportunities.
  • Identify potential supplier sources, conducting interviews with potential vendors, negotiating favourable supplier agreements and managing supplier and vendor contracts.
  • Manage the relationship with various stakeholders to integrate category plans and outcomes in local/entity budgets and price planning.
  • Initiate requests for quotations and review incoming bids for best price, availability of stock, price protection, consignment, etc.
  • Evaluate and execute procurement flow decisions and changes to support supply chain efficiency.
  • Implement supplier changes and ensure seamless transition of sourcing changes.
  • Partner with business unit/functional leads and/or doctors to lead the planning and regular contract SLA reviews with suppliers and other functional partners.
  • Prepares bids or comparisons of existing or other contracts to determine the best outcome.
  • Identify and implement supply chain optimization opportunities at markets.
  • Ensure compliance to HMI Group's corporate business principles, policies and standards.
  • Manage, guide and coach the procurement team in the corporate office, hospitals and ACCs.
  • Manages contracts from negotiation to execution and ensures that contract terms and conditions are maintained throughout the life of the contract.
  • Undertake any other duties that may be assigned from time to time.

Requirements

  • University degree in Supply Chain Management, Procurement, Business Administration / Management and/or equivalent.
  • Minimum 5 years experience in sourcing for different spend categories, ideally gained in the healthcare or related industry, locally and regionally.
  • Demonstrated successful use of risk management, responsible sourcing and supplier relation management.
  • Clear understanding of business value, business priorities, and potential implementation risks.
  • Strong knowledge of Finance (cost benchmark, financial audit with key suppliers) and legal matters (contracts/agreements).
  • Positive mindset, and the ability to cultivate relationship with suppliers and stakeholders.
  • Strong influencing skills, good negotiation skills and Project Management skills.
  • Highly analytical and have good business sense.
  • Good understanding of national and international procurement regulations / requirements.
  • Fluency in English and Mandarin.
