The Assistant Manager, Operational Treasury is responsible for managing the Group's day-to-day treasury operations, with a focus on monitoring and optimising cash inflows and outflows to ensure sufficient liquidity for operational requirements and effective utilisation of surplus funds. The role oversees cash flow forecasting, execution of payments, collections, and short-term investment placements.The incumbent monitors and reports on foreign exchange (FX) exposure, liquidity position, and market risks, ensuring all exposures are managed in line with internal policies and guidelines. The role also manages cross-border fund flows and ensures compliance with applicable regulatory requirements, including Bank Negara Malaysia guidelines.In addition, the role coordinates financing activities, including utilisation of banking facilities and intragroup funding, and monitors compliance with banking covenants. It also oversees banking operations and administration, including e-banking platforms, bank account management, guarantees, and treasury documentation, while maintaining effective relationships with financial institutions, auditors, regulators, and internal stakeholders.
KEY ACCOUNTABILITIESCash & Liquidity Management (including FX)
- Manage and monitor daily Group liquidity position to ensure adequate funding for operational requirements.
- Perform end-to-end cash management activities; including specific payments, collections and cash flow forecasting.
- Execute liquidity management and short-term investment placements with financial institutions in accordance with approved policies and limits.
- Monitor and manage FX, liquidity, market, and credit risk exposures in line with internal policies and guidelines.
Financing & Banking Facilities
- Coordinate financing requirements, including utilisation of banking facilities and intragroup funding arrangements.
- Monitor compliance with banking covenants and prepare required compliance documentation.
Banking Operations & Administration
- Administer treasury operations within payment systems and e-banking platforms
- Manage bank account administration, including account opening/closure, maintenance of account records, updating bank mandates, monitoring of covenants, and preparation of compliance documentation.
- Maintain accurate treasury records and documentation, including bank account details and reporting schedules.
- Manage and monitor bank guarantees for company and vendor requirements in line with contractual obligations.
- Support Procurement in financial evaluation for tender and contract processes.
Stakeholder Management & Compliance
- Liaise with banks, regulators, auditors, and internal stakeholders on treasury-related matters.
- Ensure compliance with regulatory requirements, including Bank Negara Malaysia guidelines.
- Maintain effective working relationships with financial institutions and relevant authorities.
QUALIFICATIONS AND SKILLS:
- Bachelor's degree preferably in business administration, finance or accounting. Optional to have pass license Financial Markets Association (FMA) or Chartered Banker will be added consideration.
- At least 3-5 years of experience in treasury function gained from corporate finance and financial institutions
- At least 3-4 years of experience in Oil and Gas PSC_JV environment and familiar with Joint Venture PSC banking arrangement and handling Knowledge-Skills-Abilities.
- Excellent liaison, communication and networking skills with different departments and hierarchy level
- Proficiency in Bloomberg, ERP systems, Microsoft Office excel, powerpoint and word applications
- Experience dealing with financial institutions, BNM and a good understanding of commercial banking practices
