JOB SUMMARY
The assistant to the Head of Sub Unit (HOSU) who generally leads the Pipe Cleaning Sub Unit and shares the company's responsibility to provide the best quality products and services in the annual and planned for pipe cleaning work to achieves KPI targets, ensuring each respective staff at both headquarters and region conducts work have been planned as a whole such as company policies, strategies and objectives.
KEY DUTIES AND RESPONSIBILITIES
1. Pipe Cleaning Works
- To perform as Project Management representative to Planning and implementing activities towards maintaining high quality water in the distribution system based on the standards set by the Ministry of Health Malaysia.
- Planning, monitoring, and working towards achieving KPI targets established by the management.
- Plan, implement and manage the schedule and unscheduled pipe cleaning works at all regions.
- Manage projects from the preliminary stage till completion.
- To assist HOSU to plan and manage OPEX budget and resources
- To assist HOSU to perform and carry out research projects to tackle water quality issues, improve the effectiveness of water quality programmes and root cause studies.
- Monitor the performance and tackle issues of the pipe cleaning works at regions.
- To analyse pipe cleaning zone data.
- Part of the Response Team to manage emergency pipe cleaning works based on water quality complaint by consumer.
2. Post Pipe Cleaning Assessment
- To plan and coordinate a schedule for post pipe cleaning assessment at the end checkpoint (meter point) with 10 regions.
- Planning, monitoring and working towards achieving KPI targets established by the management.
- To perform and carry out research the assessment result to tackle water quality issues, improve the effectiveness of water quality programmes and root cause studies.
3. Data Management
- To plan and coordinate pipe cleaning zone based on the previous cleaning for strategy purposes.
- To update and monitor data and additional information of pipe cleaning zone for improvement purposes.
- To update and plan location for activation pipe cleaning zone.
- To compile all pipe cleaning data at 10 regions.
- To prepare update and report on programme performance monthly.
4. Prepare the Operational Business Intelligent (OBI) and Aspire Dashboard (To Assist HOSU)
- Update the pipe cleaning data including actual schedule and unscheduled pipe cleaning numbers of cleaned.
- Update the required data in OBI dashboard and in Tactical Dashboard in monthly basis.
- Liaise with Digital & Analytic Centre for any issues related to OBI Dashboard.
5. Preparation For New Contracts/Frameworks Agreement/Projects Related To Pipe Cleaning Works
- Assist HOSU in preparing draft and produce appropriate project proposals prior to approval of related committees and Approving Authorities; inclusive estimation of project cost, budget requisitions, project implementation planning, tender documents, tender evaluations and related paperwork.
6.Project/ Contract Implementation
- To act as Jr. Project Engineer in assisting the functional of Sr. Project Engineer (Head of Sub Unit) in administering related projects, preparing project planning, project implementation, project budget and financial planning, project deliverables and works quality control.
7.Miscellaneous Tasks
- To represent the HOSU to related and relevant meetings and encourage appropriate links across the departments, between regions and include liaison with the appropriate colleagues.
- Assist HOSU to preparing project proposals, review tender documents for selection and manage projects from the preliminary stage till completion.
- Prepare development & revision of SOP, Manual & Guideline for efficiency and effectiveness of work processes.
- Correspondence and preparation of daily/ weekly/ monthly reports to Management, Authorities & Regulatory Bodies related.
- Other assignments as per Management's instruction from time to time.
- To assist HOSU in liaison and coordination of water quality matters between sections, departments, regions and contractors.
- To conduct internal training at company level for contractor and regions
- Part of the Emergency Response Team that handles water crisis situations in Air Selangor areas.
- Assist HOSU to ensure that each staff can provide output according to the desired work standards.
- To ensure the efficient and effective utilization of all resources including manpower planning.
- Plan for training programs and indirectly to achieve quality work standards.
- To assist HOSU on the adhere and nurture policy adherence to NRU staff and regions in all accomplishments under the sectional scope and duties by initiating appropriate monitoring and control.
Minimum Qualifications
- Bachelor Degree in Engineering (Civil or related field preferred) or operations management equivalent with related experience.
- Experience in relevant industry and project management is highly valued/ an advantage.
- Fresh graduates with a strong academic background and relevant internship experience are encouraged to apply.
- Understanding of basic water treatment processes and the distribution system.
- Conversant with Malaysian Drinking Water Quality Standards
- Conversant in contract management
- Involvement in environmental issues related to treated and drinking water
- Conversant in basic principle or field works in water engineering and building maintenance & services works.
- Familiar with basic HSE regulations and requirement related to field work
