Fully accountable in organizing and participating strategic sourcing activities include spend analysis, strategic planning, tendering process, awarding process and contract management. The incumbent shall build long-term and stable partnership with suppliers according to company's procurement strategies, keep consistent supply to ensure uninterrupted plant operation, reduce the cost of procurement and obtain competitive advantage in procurement area.
Developing Purchasing Department's systems and procedures
Conducting spend analysis, and developing annual strategic sourcing purchasing plan and budgets
Monitoring and forecasting stock requirement to meet production needs
Conducting periodic costing analysis, as and when required
Leading and managing business performance review with vendors (timeliness, quality, compliance)
Drafting purchasing contracts and agreements
Influencing and negotiating with key stakeholders
Handling and resolving complaints from related stakeholders
Strategic sourcing, and negotiating price and terms
Preparing and issuing tender documents (RFP, RFQ, RFI) to qualified vendors
Evaluating tender submissions against set criteria
Leading and participating in tender negotiation process
To work on annual, spend analysis and establish the strategic planning.
Market intelligent and utilized the data for forward looking purchase activities.
Coordinate with other functions to complete the annual strategic sourcing plan and ensure that department budgets, systems and procedures are developed and maintained for project and departmental operations.
Executed and drive the management of the strategic sourcing plan within line with company strategy
Lead all negotiations to achieve competitive rates for products and services and actively support the expediting activities in meeting production demands. If there is a tender committee setup, to participate and facilitate actively.
Strategic sourcing, alternate sourcing and price negotiation to achieve stretched cost targets.
Drafting and finalising of contracts/agreements related to purchases of goods and services by working closely with company legal advisors.
Requirements
Bachelor's Degree in any field from an accredited University.
At least 5 years of experience on purchasing related.
