Job Description

Ditrolic Energy Holdings Sdn Bhd is a leading independent clean energy company in Southeast Asia. Headquartered in Malaysia, the company provides integrated renewable energy infrastructure and solutions across the region.

The Southern Johor Renewable Energy Corridor (SJREC) is a strategic programme under AssetCo focusing on renewable electricity exports to Singapore and future domestic energy supply opportunities within the SJREC zone.

The Director, Programme Delivery (SJREC) will lead the planning, coordination and delivery of the programme, integrating all workstreams and driving progress towards Conditional Licence, Final Investment Decision, Financial Close, Notice to Proceed and Commercial Operations.

Job Responsibilities

Programme Delivery and Integration

  • Lead the overall planning, coordination and execution of the SJREC programme.
  • Develop and maintain the integrated master schedule, milestones, critical path and stage-gate plan.
  • Coordinate commercial, engineering, finance, regulatory, legal and contract workstreams.
  • Drive actions, resolve dependencies and escalate material issues to the AssetCo MD and project owners.
  • Plan project phasing for different energy subscription and development scenarios.

Governance, Budget and Reporting

  • Maintain programme governance, budget, risk register, action tracker and decision log.
  • Monitor programme expenditure, resources and consultant commitments against approved plans.
  • Prepare regular progress reports for management and the Board.
  • Coordinate stage-gate reviews and confirm milestone readiness.

Consultant, Tender and Contract Coordination

  • Coordinate the appointment and performance of technical, market, financial, legal and environmental advisers.
  • Work with relevant teams to prepare consultant scopes, tender strategies, deliverables and evaluation criteria.
  • Coordinate EPCC price-sounding and tender activities to establish project costs and delivery plans.
  • Ensure adviser outputs are integrated into a consistent project definition and investment case.
  • Development, Commercial and Financial Coordination
  • Coordinate land, permitting, conceptual engineering, grid, solar, BESS, transmission and survey activities.
  • Ensure project definition is sufficient for approvals, cost estimates, PPA pricing and tendering.
  • Coordinate technical inputs to TNB-SGEI and other parties involved in the second interconnector.
  • Align revenue, engineering, CAPEX, OPEX, financing and delivery assumptions.
  • Support revenue book development, financial modelling, bankability and investor or lender information requirements.

Regulatory and Stakeholder Coordination

  • Coordinate the programme for satisfying EMA Conditional Licence requirements and related Malaysia and Singapore approvals.
  • Maintain an integrated approvals, permits, obligations and evidence register with Regulatory and Legal teams.
  • Coordinate project inputs for engagement with government agencies, regulators, utilities, partners and advisers.
  • Ensure regulatory, land, legal and authority dependencies are reflected in the master programme.

Job Requirements

  • Minimum 15 years of relevant experience in renewable energy, utilities, power infrastructure, major project development or programme delivery.
  • Minimum 5 years of experience leading complex multidisciplinary infrastructure or energy programmes.
  • Proven ability to integrate commercial, engineering, financial, regulatory, legal and contract workstreams.
  • Strong programme planning, project controls, budgeting, risk management and executive reporting capabilities.
  • Experience managing consultants, contractors and tender processes.
  • Good understanding of renewable energy, BESS, grid connection, transmission and project development.
  • Experience engaging government agencies, regulators, utilities, financiers and strategic stakeholders.
  • Strong commercial awareness and understanding of financial models, project economics and PPA pricing.
  • Excellent leadership, communication, problem-solving and stakeholder management skills.
  • Bachelor's Degree in Engineering, Project Management, Construction Management, Business, Finance or a related discipline.
  • Professional project management or engineering certification will be an advantage.
  • Experience in cross-border electricity or Singapore power markets will be an added advantage.
