Role Overview
The Energy Marshal / HV Chargeman is a critical site-based authority responsible for the planning, control, and execution of hazardous energy isolation and energisation activities during the construction and commissioning of a data centre facility.
This role ensures that all electrical and energy-related works are executed safely and in full compliance with Malaysian statutory requirements and international electrical safety standards. The Energy Marshal serves as the central coordination point for Lockout/Tagout (LOTO), energisation readiness, and live-energy work control, working closely with commissioning, construction, operations, and HSE teams.
The Energy Marshal plays a vital role in maintaining a safe, controlled, and disciplined energy management environment within a high-risk, high-reliability construction setting. This position acts as the central authority for energy isolation, energisation control, and safety communication, ensuring that all electrical activities are executed without compromise to personnel safety, system integrity, or project milestones.
Key Responsibilities
1. Energy Isolation & LOTO Management
· Develop, implement, and enforce site-specific Lockout/Tagout (LOTO) procedures in accordance with OSHA 1994, FMA 1967, DOSH guidelines, and applicable international standards (e.g. NFPA 70E where applicable).
· Plan, prepare, and manage the full lifecycle of energy isolation activities, including:
o Risk assessment and method statement review
o Permit-to-Work (PTW) preparation and approval
o Isolation verification, tagging, and re-energisation control
· Ensure all isolation points are clearly identified, locked, tagged, and recorded in real-time isolation logs and registers.
· Coordinate isolation and energisation schedules to avoid clashes between construction, commissioning, and operations activities.
2. Energisation, Commissioning & Live Energy Control
· Act as the site authority for energisation and de-energisation of electrical systems.
· Support the commissioning team for CX activities, inspections, and testing of critical equipment.
· Oversee and control any live-energy works, ensuring strict authorization, risk controls, and compliance with approved procedures.
· Participate in system readiness reviews and energisation milestones for permanent and temporary power systems.
· Verify switching plans, Single Line Diagrams (SLDs), and energisation checklists prior to execution.
3. Compliance, Safety & Assurance
· Serve as the Subject Matter Expert (SME) for hazardous energy control and isolation practices on site.
· Conduct regular audits, inspections, and compliance checks related to:
o LOTO implementation
o Temporary power installations
o Electrical safety practices
· Identify, report, and escalate unsafe conditions or non-compliance immediately.
· Participate in energy-related incident and near-miss investigations, supporting root cause analysis and corrective action implementation.
4. Coordination, Training & Communication
· Coordinate closely with subcontractors, commissioning teams, QA/QC, HSE, client representatives, and consultants on all energy-related activities.
· Issue PTWs for electrical and energisation-related works in accordance with site procedures.
· Deliver Energy Safety Switching Work (ESSW) briefings, site inductions, toolbox talks, and LOTO training to relevant personnel.
· Act as the focal point for communication on isolation status, energisation windows, and switching activities.
5. Documentation & System Control
· Maintain accurate and up-to-date records, including:
o LOTO logs and isolation registers
o PTW documentation
o Switching schedules and energisation records
· Manage submission, approval, closure, and verification of isolation plans, including retrieval of all LOTO devices.
· Provide regular reports on LOTO performance, non-compliance trends, and risk indicators.
· Coordinate with QA/QC teams to verify and document energisation checks and system handover readiness.
Qualifications
· Diploma or Degree in Electrical Engineering, Mechanical Engineering, Safety Engineering, or related technical discipline.
Experience
· Minimum 5 years of relevant experience in energy isolation, LOTO management, commissioning, or construction electrical safety.
· Proven experience in complex or mission-critical projects, such as:
o Data centres
o Industrial facilities
o Oil & gas or power-related projects
Technical Competency
· Strong understanding of electrical and mechanical systems, including:
o HV/LV switchgear
o MCCs and transformers
o Temporary power systems
o Critical equipment and supporting utilities
· Sound knowledge of Malaysian legislation and regulatory requirements, including OSHA 1994, FMA 1967, CIDB, and DOSH guidelines.
· Chargeman certification (AO / A4 / B0 / B4 / BO) is a strong advantage.
· LOTO certification and/or NFPA 70E electrical safety training will be an added advantage.
Personal Attributes
· Highly safety-driven, assertive, and detail-oriented, with the authority to stop unsafe work.
· Strong coordination and communication skills.
· Proficient in English and Bahasa Malaysia (spoken and written).
· Competent in Microsoft Office and electronic tracking systems for isolation and permits.
