Executive, Project Utility & Facility

ROLES & RESPONSIBILITIES:

Lead and manage facility and utility operations to ensure uninterrupted plant performance and compliance with safety, regulatory, and environmental standards.

Oversee mechanical and utility systems including boilers, steam distribution, compressed air, HVAC, cooling towers, chillers, pumps, heat exchangers, water treatment, and fire protection systems.

Plan and execute CAPEX and OPEX projects covering plant expansion, utility upgrades, and energy optimization, including technical specifications, cost estimation, and tender evaluation.

Implement and drive preventive, predictive, and corrective maintenance strategies aligned with TPM and reliability practices, including RCA and CAPA.

Monitor utility performance (energy, steam, water, compressed air) and drive continuous improvement and cost-saving initiatives.

Ensure reliability of critical utilities such as high-pressure steam, nitrogen, and process cooling systems.

Supervise contractors and vendors during project execution, shutdowns, and maintenance activities.

Ensure compliance with statutory requirements (DOSH, Suruhanjaya Tenaga, local authorities) and conduct risk assessments (HIRARC/JSA).

Prepare technical reports, support audits (ISO, GMP, EHS), and provide training and guidance to the maintenance team.

Act as Competent Person for:

• Confined Space (Entry Supervisor / Authorized Entrant as applicable)
• Work at Height
• Lifting & Rigging activities
• Permit to Work (PTW) system control

REQUIREMENTS:

Strong commitment to Environmental, Safety & Health (ESH) practices.

Postgraduate qualification in Mechanical Engineering or equivalent.

58 years of experience in manufacturing plant facilities and utilities management.

Hands-on experience with mechanical utility systems (boilers, steam, HVAC, compressors, cooling systems, pumps).

Proven experience in project management and plant upgrading initiatives.

Certified Competent Person for Confined Space and Work at Height supervision.

Good knowledge of Malaysian statutory regulations (DOSH, Suruhanjaya Tenaga, DOE).

Experience in contractor management and shutdown planning.

Strong analytical, problem-solving, leadership, and communication skills.

Proficient in Bahasa Malaysia and English.
