Job Description

Job Summary

Lead and govern the Content Analytics Department to produce authoritative, data driven intelligence on content takedown actions, online sentiment, emerging harms, and digital platform behavior.

Job Responsibilities

1. Develop Analytics Strategy and Frameworks

  • Formulate and continuously refine national content analytics strategies, frameworks, and methodologies to monitor harmful content, online sentiment, emerging risks, and sectoral digital behavior in alignment with CMA 1998, ONSA requirements, and national online safety priorities.

2. Establish Metrics and Executive Dashboards

  • Develop standardized metrics, analytical models, and performance indicators, and design authoritative dashboards to enable clear understanding of content trends, platform behavior, and regulatory outcomes for management and stakeholders.

3. Issue Official Daily Content Restriction Reports

  • Oversee the issuance of official daily reports on content takedowns, account restrictions, geo blocking actions, and access limitations across social media, internet messaging services, and online platforms to support regulatory oversight and executive situational awareness.

4. Deliver Official Online Harm Intelligence Reports

  • Produce authoritative quarterly and annual online harm intelligence reports by consolidating data on content takedowns, geo blocking actions, account suspensions, website domain blocking, and FIR issuances, translating data into policy relevant insights for Commission deliberations and national briefings.

5. Publish National Sentiment Intelligence Outputs

  • Oversee the production of daily trending issue reports, twice daily key issue highlights, and ad hoc analytical reports to provide timely intelligence for Top Management, strategic government platforms, and crisis response requirements.

6. Conduct Category and Event Based Harm Analysis

  • Review online harm trends by defined categories and significant national or sectoral events, providing contextual narrative analysis that explains fluctuations, platform responses, and systemic gaps requiring regulatory consideration.

7. Aggregate and Interpret Platform Submissions

  • Lead the verification, standardization, and aggregation of statutory submissions from licensed social media platforms and Internet messaging service providers into a single national reference dataset to support regulatory monitoring and decision making.

8. Assess Platform Compliance and Performance Trends

  • Analyze aggregated platform data to identify compliance levels, recurring weaknesses, systemic risks, and operational effectiveness of licensed service providers for regulatory review and engagement.

9. Forecast Emerging Risks and Trending Issues

  • Lead forward looking analysis to identify emerging online harm patterns, high risk topics, and trending narratives using modelling, comparative analytics, and sentiment signals to support proactive regulatory planning and early warning advisories.

10. Oversee National Sentiment and Narrative Intelligence

  • Direct national sentiment and narrative monitoring across political, social, economic, and online harm domains to detect mis and disinformation, coordinated influence activities, and high-risk discourse requiring escalation.

11. Provide Strategic Intelligence for Government and Crisis Response

  • Deliver timely analytical inputs to support Strategic Government meetings, crisis coordination, public communication planning, and high-level decision making during national or sectoral incidents.

12. Lead Joint Research with Academic Institutions

  • Drive collaborative studies and publications with Institutes of Higher Learning using national online harm statistics to generate evidence-based policy recommendations, preventive mechanisms, advocacy initiatives, and public awareness strategies.

13. Support Policy Development and Regulatory Review

  • Provide analytical evidence and insights to support the formulation, review, and refinement of policies, guidelines, and regulatory instruments related to online safety and digital platform governance.

14. Enforce Data Governance and Reporting Standards

  • Establish and enforce data governance policies to ensure data accuracy, validation, integrity, documentation, traceability, and consistent use of a single source of truth across all analytical outputs.

15. Enhance Analytical Tools and Systems

  • Lead the evaluation, adoption, and optimization of analytical tools including Al driven classifiers, sentiment engines, automation solutions, and monitoring platforms to improve accuracy, timeliness, and operational efficiency.

16. Ensure Data Security and Confidentiality

  • Ensure analytical systems, datasets, and reports comply with information security, confidentiality, and data protection requirements to safeguard sensitive regulatory and national interest information.

17. Manage Strategic Stakeholder Engagements

  • Coordinate with internal divisions, ministries, enforcement agencies, platform providers, academic partners, and international counterparts to strengthen data sharing, analytical collaboration, and regulatory effectiveness.

18. Represent the Department in National and International Forums

  • Represent MCMC in inter agency committees, technical working groups, and international engagements related to content analytics, online safety, and digital platform regulation.

19. Lead Team Performance and Capability Development

  • Manage departmental workforce planning, performance, and professional development by setting clear objectives, monitoring delivery, communicating outcomes, and building sustainable analytical capability.

20. Control Departmental Budget and Resources

  • Plan, manage, and control departmental expenditure within approved budgets to ensure compliance with organizational governance, legal requirements, quality standards, and duty of care obligations.

Qualifications & Work Experience

  • Bachelor's degree in Communication, Computer Science, Information Technology, Law, Policy or other related qualifications from a recognized university.
  • 10 -12 years working experience, with strong knowledge in technology and new media, as well sound understandings of legal and regulatory frameworks.
