Our next mission: Scale to 100 stores across Southeast Asia, build high-performance omnichannel retail teams nationwide for regional expansion.
We are looking for an HR Manager who can build structure at scale - without slowing down growth.
The Mission
Design and scale the people engine behind 3cat's expansion.
Recruit aggressively and strategically.
Build performance systems that drive accountability.
Develop leadership bench strength.
Ensure compliance without bureaucracy.
Key Responsibilities
Talent Acquisition & Workforce Planning
Build scalable hiring pipelines for retail, HQ, and management roles.
Reduce time-to-hire and improve quality-of-hire.
Partner with leadership to forecast manpower needs for expansion.
Performance & Accountability
Implement structured performance review systems.
Develop KPIs for retail and HQ teams.
Support leadership in managing underperformance.
HR Operations & Compliance
Ensure compliance with Malaysian labour laws.
Oversee payroll, contracts, policies, and disciplinary processes.
Maintain audit-ready HR documentation.
Culture & Leadership Development
Build onboarding frameworks for rapid store rollout.
Develop training programs for store managers and regional leads.
Strengthen company culture as we scale.
Organisational Structure
Create scalable reporting structures.
Design clear role definitions and career pathways.
Support leadership succession planning.
Requirements
610+ years of HR experience.
Experience in retail, multi-outlet, or operations-heavy businesses preferred.
Scale-up experience strongly preferred (rapid growth environment).
Proven ability to recruit at volume while maintaining standards.
Strong understanding of Malaysian employment law.
Experience building performance management frameworks.
Comfortable working directly with founders and senior leadership.
