Job Description
Position Summary
Lead the Occupational Safety & Health (OSH) function for a semiconductor facility, ensuring compliance with Malaysian legislation, corporate EHS standards, and international certifications. Drive safety culture, protect employees/contractors, and safeguard company assets through effective systems and continuous improvement.
Key Responsibilities
- Safety Leadership: Lead OSH programme, set annual EHS strategy, chair Safety Committee.
- Regulatory Compliance: Ensure compliance with OSH Act 2022, USECHH, CLASS, NADOPOD, Factories & Machinery Act, Fire Services Act, Environmental Quality Act, ISO 14001/45001/50001/46001, RBA Code. Liaise with DOSH, Bomba, DOE, local authorities.
- Safety Systems: Maintain ISO 45001, policies, audits, document control.
- Risk Assessment: Lead HIRARC, JSA, PHA, CHRA, ergonomic assessments.
- Semiconductor Safety: Oversee cleanroom, hazardous chemicals, specialty gases, utilities, electrical systems.
- Contractor & PTW: Manage contractor programmes, PTW (Hot Work, Confined Space, LOTO, Work at Height, Crane Ops).
- Incident & Emergency: Lead investigations, root cause analysis, corrective actions, emergency response drills.
- Occupational Health: Exposure monitoring, industrial hygiene, ergonomic programmes, clinic management.
- Training & Audits: Deliver safety training, conduct audits, inspections, customer/corporate assessments.
- Reporting: Prepare monthly EHS reports (TRIR, LTIR, near misses, CAPA, compliance status).
Qualifications
- Bachelor's in OSH, Engineering, Environmental Science, or equivalent.
- Mandatory: Registered Safety & Health Officer (Green Book, DOSH).
- Preferred: ISO 45001 Lead Auditor, NEBOSH, Certified Radiation Protection Officer, Certified Industrial Hygienist, Emergency Response Leader, First Aid/CPR/AED.
Experience
- 8+ years EHS in manufacturing, 5+ years in semiconductor/high-tech, 3+ years managing EHS teams.
- MNC experience and construction project safety within operating facilities preferred.

- Strong knowledge of Malaysian OSH laws, ISO 45001, semiconductor processes, hazardous chemicals, specialty gases, industrial hygiene, PTW, emergency response.
- Leadership, integrity, accountability, communication, stakeholder management, coaching, decision-making, continuous improvement.
KPIs
Zero fatalities, 100% statutory compliance, LTIFR/TRIR targets, >95% corrective action closure, >98% PTW compliance, 95% audit score, effective emergency drills, strong BBS participation.
Working Environment
Cleanrooms, chemical storage/distribution, utilities, labs, construction sites, offices. Requires after-hours support during emergencies, shutdowns, and inspections.
