ROLE PURPOSE
Supervise and deliver Shariah advisory services in accordance with the Bank's mandates including upon referral by internal and external stakeholders. This involves triaging criticality of Shariah advice, conducting robust assessment of the Shariah issues, providing guidance on Shariah interpretation based on the ascertainment of Islamic law by the Shariah Advisory Council (SAC) and overseeing the resolution of Shariah matters to promote Islamic financial system stability in alignment with the Bank's strategic objectives.
PRINCIPAL ACCOUNTABILITIES
- Ensure timely and accurate Shariah advisory delivery - Provide consistent and high-qualityShariah advice and guidance to the Bank's internal and external stakeholders for matters notrequiring SAC deliberation to ensure Shariah compliance and support systemic stability.
- Manage formulation of Shariah views for SAC deliberations - Coordinate preparation andreview of Shariah positions and recommendations for SAC to enable rulings that arejurisprudentially sound, implementable, and aligned with maqasid al-Shariah and the Bank's policyobjectives.
- Maintain advisory quality standards - Oversee accuracy and consistency of Shariahassessments and advice issuance to safeguard financial integrity and reduce repeat SNCincidents.
- Drive policy and risk insights from advisory cases - Analyze thematic trends from advisoryengagements to inform policy refinement and early identification of systemic Shariah risks.
- Strengthen strategic communication - Ensure development of clear and credible communicationmaterials and technical inputs for speeches, high-level meetings, Parliamentary responses, andindustry papers to sustain confidence in the Islamic financial system.
- Foster stakeholder engagement - Build and maintain collaborative relationships with ministries,agencies, industry players, and academia to secure meaningful feedback and enhance thecomprehensiveness of Shariah advisory services.
- Implement advisory governance and capability building - Apply advisory policies, templates,and training to uplift stakeholder competence and improve first-time-right outcomes.
- Lead team performance and resource management - Manage and develop a cohesive team byproviding clear direction, guidance, and resource stewardship to deliver advisory servicesefficiently within approved limits and build future-ready expertise.
QUALIFICATIONS
Academic Qualifications:
- Minimum: Bachelor's degree in Shariah (that includes the study of Fiqh, Usul Fiqh and Fiqh Muamalat).
- Advantage: Knowledge in Law, Finance, Economics, Takaful, or Accounting.
- Preferred: Professional certifications (e.g., Certified Shariah Advisory by ASAS, Certified Shariah Advisor and Auditor by AAOIFI).
Experience:
- Length: At least 7-10 years in the Shariah advisory role
- Type: Experience in Shariah advisory, Islamic finance product structuring, and SAC rulings application. Exposure to multi-party negotiations and interpretive jurisprudence is essential.
