MANAGEMENT AND PROFESSIONAL GROUP

PRINCIPAL ASSISTANT DIRECTOR, INVESTIGATION AND ENFORCEMENT DIVISION, GRADE E12

  • Bachelor's degree with honors or master's degree in economics/law or related fields recognized by the Government, or equivalent qualification;

or

  • An Honors Bachelor's Degree recognized by the Government from local institutions of higher education or an equivalent qualification.

Additional Requirements:

  1. Candidates must have at least 10 years of working experience in the field of investigation and enforcement or other related areas. Preference will be given to candidates with knowledge of competition policies and laws, either in Malaysia or at the international level;
  2. Possess knowledge of government policies, including experience dealing with government departments and agencies;
  3. Excellent writing and communication skills in both Bahasa Malaysia and English; proficiency in a third language is an added advantage;
  4. Strong analytical and problem-solving skills; and
  5. Proven leadership skills and the ability to build good relationships with stakeholders at various levels.

In addition to the required relevant experience and mass communication knowledge, candidates should portray the following:

  • Committed and dedicated to organizational goals and objectives;
  • Strong interpersonal skills such as negotiating, problem-solving, and knowledge-sharing; and
  • Ability to work under pressure with the right attitude, strong integrity, upholds teamwork principle, highly resilient with professional character.

Core Responsibilities:

  1. Report assignment updates to the Director of the Investigation and Enforcement Division;
  2. Assist the Director of the Investigation and Enforcement Division in overseeing and coordinating the overall functions of the Enforcement Division;
  3. Manage and supervise Investigation Officers in handling investigations and complaints received by the Commission regarding potential breaches of the Competition Act 2010;
  4. Supervise Investigation Officers in assessments initiated by the Commission concerning potential infringements of the Competition Act 2010;
  5. Manage and oversee Investigation Officers in gathering information and recording statements from complainants, enterprises, witnesses, and other relevant parties;
  6. Manage and supervise Investigation Officers in executing search and seizure operations;
  7. Oversee the collection and preservation of evidence obtained during investigations;
  8. Supervise the preparation of Investigation Reports by Investigation Officers throughout the investigation process;
  9. Oversee the enforcement of any decisions by the Commission, including interim measures, proposed and final decisions, and undertakings;
  10. Manage and supervise post-investigation proceedings before any final decision is issued;
  11. Supervise, implement, and enforce any directives, orders, and decisions issued by the Commission;
  12. Assist the Appeals and Legal Division in handling cases at the appeal stage;
  13. Support the Commission in fostering effective collaboration with other enforcement agencies such as the Royal Malaysia Police, Bank Negara Malaysia, Malaysian Anti-Corruption Commission, as well as relevant ministries/agencies/regulators/local authorities;
  14. Supervise and coordinate the initiation and investigation of criminal cases under the Competition Act 2010; and
  15. Perform any ad-hoc tasks assigned by Management or the Chief Executive Officer from time to time.
