Job Description

Key Responsibilities

  • Lead end-to-end procurement activities for construction and civil engineering materials, equipment and subcontract packages.
  • Prepare, review and approve costing sheets to ensure accuracy and compliance with procurement workflows and company policies.
  • Source, evaluate and qualify suppliers and subcontractors; negotiate commercial terms, pricing and delivery schedules.
  • Monitor supplier performance (quality, delivery, responsiveness) and implement corrective actions or improvement plans.
  • Drive cost control initiatives, identify savings opportunities and produce regular cost reports and variance analyses.
  • Manage tendering processes: issue RFQs, evaluate bids, recommend awards and maintain tender records.
  • Administer purchase orders, contract terms, amendments, and ensure timely PO closure and invoice reconciliation.
  • Collaborate with project managers, engineering, QS and site teams to align procurement with project schedules and technical requirements.
  • Maintain accurate procurement records, vendor database and documentation for audit and compliance.
  • Utilize ERP systems or procurement costing platforms for requisitions, PO issuance, inventory tracking and reporting.
  • Develop and enforce procurement policies, procedures and best practices; train procurement staff as needed.
  • Mitigate supply chain risks and ensure contingency plans for critical items and project-critical milestones.

Qualifications & Experience

  • Bachelor's degree in Purchasing, Procurement, Supply Chain, Business, Civil Engineering or related field.
  • Minimum 5 years experience in procurement for civil engineering or construction projects; demonstrated experience managing procurement teams and high-value contracts.
  • Proven ability to prepare and validate costing sheets and ensure compliance with established procurement workflows.
  • Strong negotiation, supplier management and contract administration skills.
  • Familiarity with ERP systems or procurement/costing platforms (e.g., SAP, Oracle, Microsoft Dynamics, or industry-specific tools).
  • Solid understanding of construction materials, equipment and subcontract procurement processes.
  • Strong analytical skills, attention to detail and financial acumen for cost control and reporting.
  • Excellent communication, stakeholder management and leadership skills.
  • Ability to work under pressure, manage multiple projects and travel to sites as required.
