Job Purpose
The Senior Executive, Corrective Section supports the execution of the Integrity and Governance Department's (IGD) core functions by coordinating and conducting detection, verification, and corrective activities to address integrity and governance violations effectively. The role works collaboratively across IGD functions to ensure investigation outcomes support corrective actions, preventive measures, and continuous improvement of governance and integrity practices in MDEC, while promoting a culture of integrity, transparency, and accountability across the organisation. This role involves but not limited to:
- Conducting thorough investigations and verifications on potential breaches of integrity, ethics, governance and/or requirements.
- Providing recommendations and follow-up actions in compliance with the Malaysian Anti-Corruption Commission Act (Amendment) 2018, organisational policies, and the IGD Charter.
- Acting as an advisory and preventive resource to promote a culture of integrity, transparency, and accountability across MDEC.
Principal Accountabilities
Detection, Verification & Investigation
- Conduct detection and verification of alleged misconduct, corruption, abuse of power, fraud, malpractice, and breaches of the MDEC Code of Conduct, in accordance with MACC Act (Amendment) 2018, National Anti-Corruption Plan (NACP), National Anti-Corruption Strategy (NACS) IGD Charter and relevant internal policies and Standard Operating Procedures (SOPs).
- Manage all stages of investigations, applying effective strategies as well completing cases within required timelines.
- Analyse evidence, conduct witness interviews, prepare necessary documents and maintain strict chain of custody for physical and digital evidence.
- Prepare a complete and accurate investigation reports with clear findings, supporting evidence, and recommendations in consideration of all prevailing internal policies and SOPs.
- Submit verified cases to law enforcement agencies (e.g., MACC, RMP, LHDN, Immigration, Customs) for criminal misconduct or offences.
- Relevant internal departments (e.g., Human Resource) for appropriate actions.
- Present investigation findings to the Manager, CU and Head of Department for approval/endorsement.
- Monitor the implementation of corrective measures post-investigation until such measure is acted upon by the relevant department.
- Track and report the status of action plans to the Head of Department to ensure closure of such action plans.
- Manage and ensure confidentiality as well as security of all digital information and evidence or any records including compliance with the Personal Data Protection Act (PDPA) 2010
Governance Advisory & Preventive Measures
- Conduct risk assessment, develop and recommend governance, compliance, and risk mitigation measures.
- Liaise with external oversight bodies such as the Malaysian Institute of Integrity, National Centre for Governance, Integrity & Anti-Corruption, and other regulatory agencies to align practices with national standards.
- Conduct regular reviews of detection mechanisms and propose preventive measures to strengthen organizational controls.
- Plan and deliver integrity, governance, and anti-corruption awareness programmes for internal and/or external stakeholders.
- Play supportive role and contribute to the implementation of MDEC's Organisational Anti-Corruption Plan (OACP) and Anti-Bribery Management System (ABMS) ISO 37001:2016.
Other Duties
- Track and report KPIs related to investigation efficiency, resolution rates, and training outcomes.
- Provide regular updates to the Head of Department and Manager on trends, risks, and emerging threats.
- Undertake any related projects, cross-functional initiatives, or assignments as required by the Manager, CU or Head of Department.

- Apply lessons learned from corrective cases to improve investigation approaches, tools, procedures, and preventive controls.

Qualifications
JOB REQUIREMENTS
- Bachelor's degree in any related field with a minimum of 5 years of relevant working experience (Investigation, audit including audit investigation, compliance or industrial relation field is an advantage).
- Certified Integrity Officer (CeIO) by Malaysia Anti-Corruption Academy shall be prioritized.
- Certification for any professional qualification/certification from the Malaysian Institute of Integrity (IIM) and/or other associations are preferred.
- Good understanding and knowledge on National Anti-Corruption Plan (NACP), National Anti-Corruption Strategies, Corporate Governance, Government's directives or guidelines, Malaysian Anti-Corruption Commission Act and other relevant law and regulations.
Hands-on experience in governance, risk management, and compliance.
Experience
- Minimum 3–6 years of relevant working experience in corrective, investigation, verification, compliance, integrity, risk management, internal audit support, or related control and assurance functions
- Hands‑on experience in supporting or conducting investigations, verifications, fact‑finding, or assessments relating to integrity, ethics, governance, or regulatory breaches.
- Exposure to integrity risk identification, corrective actions, preventive controls, or monitoring of follow‑up actions arising from investigation or review outcomes.
- Proven ability to coordinate and work with cross‑functional stakeholders (e.g. HR, Legal, Risk, Operations) in managing integrity‑ or compliance‑related cases within a structured governance framework.
- Experience in government‑linked companies (GLCs), statutory bodies, or public‑sector organisations is an added advantage.

- Familiarity with integrity, compliance, or risk management tools (manual or system‑based) used for case tracking, monitoring corrective actions, maintaining records, and supporting audit or investigation trails.
- Exposure to learning management systems (LMS) or training coordination tools to support investigation‑related briefings, awareness sessions, and follow‑up actions arising from corrective or preventive measures.
- Experience using survey, assessment, or structured review tools (e.g. integrity perception surveys, risk assessment templates, verification checklists) to support fact‑finding, data gathering, analysis, and reporting.
- Working knowledge of integrity and governance frameworks, including Codes of Conduct, whistleblowing policies, investigation or verification procedures, and ISO 37001 Anti‑Bribery Management System (ABMS) requirements, particularly as they relate to corrective and preventive controls.
