Senior Executive, Mobile Network Planning

Job Summary

Support the planning, coordination, and implementation of mobile network initiatives to achieve national coverage and quality targets through data analysis, stakeholder engagement, and technical evaluation.

Job Responsibilities

1. Support the development of mobile network plans and frameworks to improve coverage and service quality aligned with national initiatives.
2. Coordinate and supervise team members in tracking and executing ongoing projects or . Initiatives within the department to ensure effective implementation and issue resolution.
3. Coordinate with MNOs and stakeholders to track progress and resolve implementation issues.
4. Analyse network coverage and infrastructure data to identify gaps and recommend areas for improvement.
5. Assist in monitoring coverage performance (2G, 4G, 5G) across national and sub national levels.
6. Evaluate the technical feasibility of proposed solutions and technologies for cost effective network deployment Coordinate with MNOs and stakeholders to track progress and resolve implementation issues.
7. Prepare reports, presentations, and briefing materials for management review and decision-making.
8. Review and validate operator submissions (e.g., 7FA plans) against defined guidelines and targets
9. Support engagements with Ministries and agencies by providing technical input and analysis and ensure MCMC's interests and views are well represented.
10. Coordinate the preparation of responses to incoming proposals and correspondence, ensuring timely, accurate, and well-substantiated recommendations for management consideration
11. Maintain project records, data, and documentation to ensure accuracy and compliance.
12. Manage and assist in research and studies related to mobile network planning and optimisation.
13. Support execution of departmental initiatives and ad-hoc tasks as required.

Qualifications & Work Experience

1. Degree in Telecommunications / Electrical / Electronic Engineering or equivalent
2. 5-7 years in telecommunications/network planning/engineering

Experience in:

1. Mobile network planning or optimisation Data analysis (coverage, QoS, GIS) •
2. Project coordination or implementation

Technical Competencies

1. Mobile network fundamentals and planning (2G/4G/5G)
2. Data analysis & reporting
3. GIS/network planning tools
4. Basic understanding of infrastructure deployment
