Be part of delivering large-scale township developments by supporting the Project Team in infrastructure works, construction management, and site supervision. In this role, you will be involved in the end-to-end coordination of site activities, monitoring project progress, administering contracts and payments, and reviewing consultants designs, while supporting project handover. You will play a key role in ensuring projects are executed in accordance with approved scope, timelines, budget, and quality standards, in compliance with regulatory and company requirements.
Responsibilities:
Pre-Implementation & Mobilisation
- Assist in reviewing project timelines and master schedules to ensure feasibility, logical sequencing, and alignment with site constraints, authority approvals, and resource availability.
- Support the review of approved budgets to ensure adequacy, accuracy, and alignment with project financial objectives prior to implementation.
Project Progress Monitoring
- Monitor and track project progress against the approved work programme, identifying deviations and recommending corrective actions.
- Maintain and manage the project risk register, including risk identification, assessment, and mitigation planning.
- Coordinate with site teams and contractors to resolve technical and operational issues in a timely manner.
Project Quality Management
- Implement and monitor the Project Quality Plan (PQP) to ensure compliance with company SOPs, ISO standards, and statutory requirements.
- Lead internal quality audits and inspections, including issuance and closure of Non-Conformance Reports (NCRs).
- Review contractors material submissions and method statements for compliance with specifications.
- Monitor QLASSIC performance targets and coordinate with stakeholders to achieve required ratings.
Project Safety
- Enforce the Project Safety and Health Plan through regular site inspections and compliance monitoring.
- Review contractor safety reports and ensure adherence to OSHA and company standards.
- Report, investigate, and document safety incidents, including root cause analysis and corrective actions.
- Monitor environmental compliance and implementation of mitigation measures on site.
Contract Management & Construction Management
- Prepare and verify Confirmation of Payment (COP) and contractors progress claims.
- Monitor and control construction costs to optimize cost efficiency and savings.
- Prepare management papers for Variation Orders (VO) and Final Accounts for approval.
- Provide construction cost reports for ongoing and completed work packages.
- Maintain and update project financial trackers, including bi-weekly reporting on payments, commitments, and forecasted final costs.
- Support pre-contract activities including tender exercises, Bill of Quantities (BQ) preparation, tender evaluation, and value engineering initiatives.
Authority Liaison & Compliance
- Liaise with relevant authorities (e.g. MBIP, TNB, SAJH, IWK) for inspections, approvals, and compliance matters.
- Coordinate with clients such as JSG, Federal Government, and other agencies.
- Plan and execute Testing & Commissioning (T&C) for infrastructure systems (e.g. sewerage, water, drainage).
- Track authority submissions and ensure all regulatory requirements are fulfilled prior to CCC application.
- Prepare and compile submission documents for approvals related to site works and regulatory compliance.
Reporting
- Prepare weekly and monthly reports summarizing project progress, risks, safety performance, and financial status.
- Ensure effective communication between site teams, Project Manager, and internal stakeholders.
- Update project dashboards and trackers to reflect real-time progress, resource deployment, and milestone achievements.
Qualifications:
- Bachelor's Degree in Civil Engineering, Architecture, Building Surveying, Construction Management, or equivalent.
- Total Work Experience: 4 to 6 years of total working experience.
- Total Relevant Experience: Minimum 3 years of relevant experience in construction and project management.
- Sound knowledge of contract administration, construction management, and site coordination.
- Good understanding of development products, with the ability to support and justify product proposals.
- Ability to compile project data and assist in preparing preliminary feasibility studies and project plans.
- Strong planning, coordination, and site supervision skills to support effective project execution.
- Ability to interpret detailed drawings, specifications, standards, work programmes, and inspection processes, including statutory and quality requirements.
- Self-motivated and able to work independently while meeting project deadlines and deliverables.
- Proficient in Primavera Unifier, Microsoft Project, Microsoft Excel, Microsoft Word, Microsoft PowerPoint, and AutoCAD.
