JOB PURPOSE
The Senior Manager, Integrated/High-Rise Development is the operational lead within the Development Division, responsible for managing the blueprint, budget, and comprehensive planning for assigned development/s and vertical phasing. This role ensures that specific high-rise developments are commercially viable and fully documented with a focus on technical integration before being handed over to the downstream Project Division.
JOB ACCOUNTABILITIES
Strategic Planning, Master Feasibility & Financial Control
- Development Feasibility Study and Cash Flow: Lead and own the Development Master Feasibility Study for specific assigned development/s and vertical phasing, ensuring residential/commercial mixes meet targeted profitability hurdles (IRR/ROI/NDP) and cash flow projections.
- Vertical Programme Oversight: Oversee the vertical development programme for assigned development/s and vertical phasing, managing critical path items like deep excavation and basement construction schedules.
- Statutory & Strata Compliance Strategy: Manage the execution for securing approvals, specifically focusing on DO for density, BP for high-rise structures, and early Strata Title Act compliance for assigned development/s and vertical phasing.
Design, Tender & Technical Control (The Plan & Documentation)
- Site & Utility Coordination: Coordinate site-specific technical challenges, including specialised utility connections and basement excavation planning for assigned development/s and vertical phasing.
- Design Development and Vertical Integration: Lead the design development phase for assigned development/s and vertical phasing, ensuring integration between architectural, structural, and M&E systems. Drive technical value engineering for vertical transportation and facades.
- Development Documentation Finalisation: Oversee the completion of final tender drawings and documentations for assigned development/s and vertical phasing, ensuring technical specifications are robust and aligned with the cost plan.
- Tender Management and Procurement Strategy: Oversee the tender management process for assigned developments and lead the Technical Evaluation of bids.
Team and Stakeholder Management
- Leadership & Mentorship: Effectively manage the assigned development team, fostering a high-performance environment focused on vertical technical planning.
- Cross-Functional Collaboration: Serve as the communication point between Development and Project/Construction Divisions, Cost & Contract, as well as Sales, Marketing, Procurement, Finance and Legal for the assigned development/s and vertical phasing.
Risk and Compliance Management
- Risk Mitigation: Identify and analyse potential risks for the assigned development/s and vertical phasing related to site complexity, M&E design conflicts, and strata title issues for assigned developments.
- Compliance Oversight: Ensure strict adherence to the HDA, Strata Titles Act, and local building regulations across all phasing.
MINIMUM ESSENTIAL QUALIFICATIONS & TECHNICAL COMPETENCES
Formal Education
- Bachelor's degree in Property Development, Engineering, Architecture, Construction Management or equivalent.
- Specialised in Integrated/High-Rise Development Management.
Work Experience
- More than 12 years of progressive experience in the property/real estate industry.
- Minimum 10 years in property development with specific experience in upstream design integration, strata compliance, and high-rise tender management.
Skills / Knowledge/ Qualifications
- Operational Direction: Focuses on leading technical teams and managing consultant performance for specific assigned developments.
- Vertical Phasing Control: Highly proficient in managing the detailed scope and vertical tender schedules of a high-rise development.
- Operational Application: Proficient in phase-level feasibility studies and driving value engineering at the technical design level, particularly M&E.
- Technical Negotiation: Capable of negotiating technical vertical solutions with authority officers and internal stakeholders.
- PMP certification is an added advantage.
