Job Description

POSITION PURPOSE

Lead and execute procurement and contracting activities, including the development and implementation of contracting strategies, to drive cost efficiency, ensure compliance, and support the Company's strategic objectives. Focus on project procurement aligned with execution plans, schedules, and commercial goals—particularly for CAPEX and offshore developments—while ensuring alignment with HSE contractor management requirements. Additionally, support procurement needs across other business functions as required.

Principle Accountabilities

Key Accountabilities:

  • Procurement Planning & Strategy Execution
    • Support the development and implementation of procurement and contracting strategies aligned with project and business requirements.
    • Plan and manage procurement activities in line with project schedules, including identification of long-lead and critical items.
    • Perform market analysis and supplier prequalification to support effective sourcing strategies.
  • Sourcing & Tender Management
    • Lead end-to-end sourcing activities, including preparation of tender documents, bid clarification, evaluation, and award recommendation.
    • Execute sourcing for complex scopes, including EPCC, major equipment, and integrated service packages.
    • Conduct commercial and cost evaluations to ensure competitive, value-driven outcomes.
    • Identify and implement cost-saving opportunities during sourcing and evaluation stages.
    • Manage end-to-end tendering and contracting activities in alignment with HSE contractor management requirements, covering planning, contractor capability assessment, tender award, pre-mobilization, mobilization, execution, demobilization, and contract finalization.
  • Contract Development & Administration
    • Draft, review, and coordinate contracts in compliance with company standards and legal requirements.
    • Support Contract Holders in managing the contract lifecycle, including variations, claims, disputes, and closeout, aligned with HSE contractor management requirements.
    • Ensure contract documentation, deliverables, and obligations are effectively tracked and administered.
  • Commercial Negotiation
    • Lead or support negotiations with contractors on pricing, commercial terms, and delivery conditions.
    • Achieve appropriate commercial outcomes while balancing cost, risk, and schedule considerations.
  • Risk & Compliance
    • Identify, assess, and mitigate commercial and contractual risks during sourcing and contracting stages.
    • Ensure compliance with PETRONAS requirements, company policies, and applicable regulatory frameworks.
  • Stakeholder Coordination
    • Collaborate with Contract Holders and cross-functional teams (e.g., Projects, IT, Finance, HSE, Legal, Engineering) to support procurement execution.
    • Provide commercial and contracting input to support project and operational decision-making.
  • Reporting & Performance Tracking
    • Monitor procurement progress, including expediting of critical items and contractor performance.
    • Prepare procurement and contracting reports to support management and project oversight.
  • Continuous Improvement
    • Contribute to process improvements and the adoption of best practices in procurement and contracting.
    • Support knowledge sharing and capability development within the SCM team.
Position Holder Requirements

Formal Qualifications

  • Degree in engineering, business, or other relevant fields

Formal Qualifications

Experience, Skills and Knowledge

  • 15+ years in upstream Oil & Gas, with focus on project development.

Experience & Expertise

  • Proven track record in project procurement and contracting for CAPEX and offshore development projects.
  • Strong experience managing high-value, complex contracts (EPCC, drilling, facilities, subsea).
  • End-to-end offshore procurement experience, including pre- and post-award contract management; expediting preferred.
  • Demonstrated ability to align procurement activities with project schedules and delivery milestones.
  • Skilled in commercial evaluation, contract negotiation, and risk management.
  • Knowledge of contract administration, sourcing processes, and materials management.

Skills & Competencies

  • Self-motivated and able to work independently, meet deadlines, and take initiative.
  • Strong planning, prioritization, interpersonal, and communication skills.
  • Sound knowledge of industry procedures, standards, and governance.
  • Familiar with PETRONAS Governance Standard (PGS) and PETRONAS Procurement Standard (PPS).
