Job Description

The Staff Engineer, Instrumentation and Control is a key member of the Engineering Services team and is accountable to ensure Instrumentation and Control System related work are implemented in accordance to Company technical specifications and requirements. Oversee contractors performance of the work to ensure that the work is executed safely, within budget and schedule and the product meets the technical requirements.

The Staff Engineer, Instrumentation and Control reports to Projects Manager and this role is based in Kuala Lumpur (KL) in West Malaysia.

Primary Functions/Responsibilities:

  • Knowledge of instrumentation equipment, manufacturers and system suppliers to accommodate KBB major facilities enhancement projects.
  • Practical knowledge and familiarity with configuration, fault finding and commissioning of instrumentation and control systems.
  • Lead the development of conceptual and preliminary control system designs and philosophies for control, shutdown, high integrity shutdown and fire and gas detection and shutdown of the facilities to a sufficient level of maturity for selection of the control systems architecture and vendor.
  • Supervise Engineering/Design contractor in the development of specifications for the control system and field instrumentation.
  • Lead the complete listing of all instrumentation and control system deliverables required from the design contractor.
  • Experienced in producing conceptual and preliminary control system designs and philosophies for control, shutdown, high integrity shutdown and fire and gas detection and shutdown of the facilities.
  • Provide input to relevant design requirement covering all areas of functional responsibilities in accordance with the Basis of Design, the performance requirements, and relevant codes and specifications.
  • Resolve technical issues with contractor in a timely manner so as to minimize impact on project schedule.
  • Provide project coordination skills for the successful implementation, planning and execution of the conceptual design and detailed design for KBB major facilities enhancement projects.
  • Approve engineering related deliverables during project design development as per project schedule.
  • Facilitate the smooth incorporation of design and safety review findings into ongoing design with minimal disruption and cost impact.
  • Facilitate the smooth incorporation of interface management technical elements into the ongoing design with minimal disruption and cost impact.
  • Facilitate the technical bid evaluation performed by engineering contractor during detailed engineering as per project schedule.
  • Review engineering related deliverables during project design development as per project schedule.

HSE Roles:

  • Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the Company HSE Management System.
  • Actively engage in and contribute to HSE communication and consultation processes.
  • Actively participate in HSE initiatives and programs that include but not limited to, Safety Observations and HSE Trainings.
  • Support company sustainability development (SD) initiatives and other environmental policies and practices.

Personal Skills:

  • Good Basic and proven technical/engineering skills in process system.
  • Required to exhibit a wide general knowledge of process system and equipment, manufacturers and system suppliers.
  • As well as core design and engineering skills, practical knowledge is required of the above system to the extent that he/she is familiar with configuration, fault finding and commissioning.
  • Ability to interface with ethnically and culturally diverse teams and be cognizant of budget and scheduled constraints.
  • Ability to motivate and manage contractor personnel. Able to organize priorities and resources to maintain progress and schedules.
  • Strong written and verbal communication skills to guide project engineers and interface with contractors and their sub-contractors. Ability to monitor work and provide reports on progress.
  • Required to contribute in a productive, positive, and professional manner within a team environment.
  • Awareness and commitment to ConocoPhillips safety and HSE policies is a requirement of employment.
  • This position will require to be based in Kuala Lumpur with travelling requirement if any to Kota Kinabalu, Labuan or other location including offshore.

Requirements:

  • BSc / B Eng. degree in an Instrumentation and Automation Engineering discipline or related field from recognized university.
  • 12 to 15 years experience in engineering and implementation and a corresponding year in oilfield experience, working foe a major oil company or major engineering contractor are highly preferred.
  • Professional engineer registered with local professional body is a preference.
  • Chartered engineer with accredited international institution is a preference.
  • Understanding of offshore asset operational and maintenance requirements.
  • Understanding of technical scope challenges, contracting strategies, commercial and other uncertainties.
  • Able and willing to travel offshore and internationally.
