Job Description

JOB PURPOSE

  • Process and execute guidance on Health & Safety (H&S) elements and requirements to management, all divisions, and departments
  • Monitor, execute and process the H&S performance deliverables in line with policies, procedures & system.
  • Monitor, execute and process of H&S program and initiatives based on approved HSE Plan
  • Monitor, evaluate and sort overall H&S risks and incident management matters.

JOB RESPONSIBILITIES

  • Monitor and review the annual MHB HSE Plan to ensure alignment with company policies, mission, vision, and objectives.
  • Oversee the setting, tracking, and evaluation of HSE objectives and targets (Scorecard, KPI, QKPI) across company, division, department, and individual levels.
  • Track resources and budget allocation for safety programs within approved OPEX.
  • Coordinate with internal divisions, departments, projects, and external partners (e.g., Petronas, MISC Group) on Safety Strategies & Initiatives.
  • Support capability-building programs by working with Centres of Excellence (COE) and external associations to ensure competent resources, SMEs, and experts are available.
  • Communicate and implement safety awareness and training programs to build an HSE generative culture.
  • Monitor HSE governance processes and reporting frameworks with management and stakeholders.
  • Consolidate, analyze, and present HSE performance data for management, board, and divisional meetings.
  • Standardize and maintain HSE documentation, reporting templates, procedures, and guidelines in compliance with MISC, Petronas, regulatory standards, and best practices.
  • Implement and review HSE risk management frameworks (HEMP, RA, JHA) to ensure compliance with MCF, PTS, ISO 45001, and legal requirements.
  • Coordinate hazard identification, risk assessment, and mitigation measures across divisions.
  • Ensure compliance with OSHA 1994, Petroleum Safety Measures Act 1984, and related laws, including contractor management and life-saving rules.
  • Maintain compliance monitoring deliverables such as Risk Action Plans, Incident Action Plans, and Environmental Management Plans.
  • Oversee incident notification, reporting, investigation, and consequence management in line with Petronas, MISC, and legal requirements.
  • Guide investigation teams to identify root causes and ensure effective corrective actions.
  • Liaise with Occupational Health Doctors and specialists on case management.
  • Share lessons learned, HSE alerts, and guidelines to enhance awareness and prevent recurrence.
  • Lead the execution, monitoring, and review of safety programs and campaigns.
  • Collaborate with HR on HSE-related training, briefings, and competency development.
  • Support the implementation and enhancement of Generative Culture (GC) programs (e.g., Rakan HSSE, GC Middle Managers, GC Top Leaders).
  • Analyze performance data to improve safety campaigns and drive mindset change.
  • Provide leadership and guidance to motivate HSE personnel in promoting compliance and best practices.

REQUIREMENT

  • Degree in HSE, Engineering or equivalent.
  • At least 5 years experience in HSE.
  • Possess sound knowledge in IMS HSE Management System, OSHA & PSM, PTS, MISC, IOSH, IOGP.
  • Registered as Safety and Health Officer (SHO) by DOSH or en route of registering SHO
  • Malaysian Construction Industry Development Berhad (CIDB) Card - Amendment to Act 520 - Section 32/33
