Job Description

Job Summary

Undertake cross-border spectrum coordination activities along the Malaysia—Thailand, Malaysia— Singapore—Brunei, and Malaysia—Indonesia common border areas to ensure international recognition and protection of Malaysia's terrestrial frequency assignments in accordance with the ITU Radio Regulations, Communications and Multimedia Act 1998, Spectrum Plan, Spectrum Regulations, and Standard Radio System Plans.

Job Responsibilities:

  • Organize and prepare documentation, logistics, and technical materials for border coordination meetings to support effective bilateral and multilateral engagements.
  • Conduct technical analysis and coordinate interference matters involving terrestrial systems from neighboring countries to promote harmonized and efficient spectrum use and maintain an interference-free environment.
  • Coordinate frequency use and spectrum requirements with the Malaysian Armed Forces to ensure spectrum-related issues are addressed, and national interests are protected.
  • Participate in discussions and technical exchanges on spectrum coordination with meeting counterparts to enhance mutual understanding and coordination effectiveness.
  • Record and update mutually agreed frequency assignments arising from border coordination meetings to maintain accurate and up-to-date assignment records.
  • Identify outstanding action items following coordination meetings and prepare follow-up actions to ensure timely completion of agreed tasks.
  • Verify and monitor the publication status of Malaysian frequency assignments in the MIFR to safeguard international recognition and users spectrum rights.
  • Review ITU BR IFIC publications and respond to identified foreign terrestrial assignments to mitigate potential interference to Malaysian frequency assignments at border areas.
  • Prepare memorandum, Management Committee / Commission meeting papers, and related documentation to support terrestrial spectrum coordination matters.
  • Review and validate inputs for:
  • Annual reports on Terrestrial Coordination Unit activities and achievements;
  • and the Department's annual budget to ensure accuracy and completeness of submissions.
  • Provide continuous operational support for the SpectraCoord system and the relevant department dashboard to maintain data accuracy, system reliability, and currency.
  • Perform other assigned duties as directed by superiors to support organizational needs and capacity building across related job scopes.

Qualification & Work Experience

  • Bachelor's degree in engineering, preferably in Electrical/Electronics/Telecommunications or related fields with a minimum CGPA of 3.00 and above.
  • Fresh graduate with a strong academic background in wireless communications or RF (Radio Frequency) principles. Prior experience in a related field (spectrum management, regulatory framework) would be an advantage.
  • Proficiency in Python or Java is an added advantage.
