This is a job opening for a Business Process Analyst within Keysight's Order Fulfilment (OF) organization. We are looking for candidates who have strategic thinking and outcome-based mindset to apply for this job. The successful candidate will be the spearhead of IST/COE revenue for Keysight including develop the processes and reports for accurate revenue projection with complex accounting rules and solution business contract. The job roles include to lead key initiatives with order fulfilment, working closely with cross functional team of engineering, production, supply chain, finance, and businesses to achieve strategic and organizational results.

Responsibilities

We are seeking a highly analytical and strategic Global Supply Chain Analyst to serve as the planning authority within our global supply chain organization.

This role is responsible for end-to-end demand and supply planning, scenario-based decision making, and planning system governance, leveraging Oracle MRP / ASCP and Kinaxis Maestro RapidResponse (RR).

You will play a critical role in optimizing revenue, inventory, cost, and service performance, and advising leadership through data-driven and simulation-based insights.

Key Responsibilities

  • Global Planning System Ownership & Governance (Oracle MRP / ASCP)
  • Own and govern global planning parameters and policies, ensuring alignment with enterprise planning strategy
  • Design and continuously optimize:
    • Safety stock methodologies (statistical vs policy-driven)
    • Lead time models and planning offsets
    • Lot sizing rules, order modifiers, and time fences
    • Forecast consumption logic and planning stability mechanisms
  • Lead Site plan run governance and execution, including:
    • Plan scheduling, monitoring, and exception management
    • Coordination with IT on system setups, enhancements, and issue resolution
  • Ensure planning data integrity and consistency across regions:
    • BOM, routing, item attributes, planning parameters
    • Calendar setups and planning profiles
  • Partner with Local Supply Chain Analysts to:
    • Validate planning outputs
    • Identify and resolve systemic planning issues
    • Standardize planning practices globally
  • Master Demand & Supply Planning Analyst
  • Develop and continuously refine master supply plans that balance:
    • Revenue maximization
    • Inventory optimization
    • Cost efficiency
    • On-time delivery (OTD)
  • Analyze and interpret:
    • Demand signals and forecast variability
    • Supply constraints (capacity, lead time, material availability)
  • Drive capacity-constrained planning and prioritization decisions, including:
    • Product and customer allocation strategies
    • Demand loading and flexibility recommendations
  • Advise senior leadership on:
    • Trade-offs between service, inventory, cost, and revenue
    • Risk mitigation and recovery strategies
  • Scenario Planning & Simulation (Kinaxis Maestro Rapid Response)
  • Lead scenario planning and simulation using Kinaxis Maestro RapidResponse (RR)
  • Design and execute:
    • What-if simulations under demand volatility and supply constraints
    • Multi-scenario comparisons across planning options
  • Evaluate trade-offs and impacts across:
    • Service level (OTIF)
    • Inventory levels
    • Revenue and fulfillment risk
    • Operational feasibility
  • Translate simulation results into clear, actionable recommendations for executive decision-making
  • Planning Lead in Supply Chain Transformation Programs
  • Act as the Planning Domain Lead within cross-functional, cross-country transformation programs
  • Own planning-related solution design, including:
    • Demand and supply planning logic
    • Planning parameter frameworks and governance
    • Scenario planning models and simulation design
    • Master planning processes and operating model
  • Ensure planning solutions:
    • Accurately reflect business constraints and variability
    • Are both mathematically sound and operationally executable
  • Lead planning-specific project activities:
    • Define planning user stories and requirements (Agile backlog)
    • Validate planning outputs during testing and simulation
    • Drive parameter tuning and stabilization post-deployment
  • Advanced Analytics & Planning Intelligence
  • Develop and maintain planning dashboards and performance metrics, including:
    • Forecast accuracy (MAPE, bias)
    • Inventory turns and days of supply
    • Service level (OTIF)
    • Plan stability and responsiveness
  • Perform deep root cause analysis on:
    • Forecast errors and demand variability
    • Inventory imbalances (excess and shortages)
    • Service level risks and fulfillment gaps
  • Enable predictive and prescriptive analytics, including:
    • Demand sensing and anomaly detection
    • Inventory optimization models
    • Risk identification and proactive mitigation
  • Support transition from reactive planning to proactive, data-driven decision making
Qualifications

Experience

  • Bachelor's or Master's degree in Supply Chain, Engineering, Business, Data Science, or related field
  • 8+ years of experience in:
    • Demand and supply planning
    • Advanced planning systems (MRP / APS)
    • Supply chain analytics in a manufacturing environment
Core Planning Expertise (Critical)

  • Deep understanding of:
    • MRP netting logic and planning behavior
    • Demand forecasting and consumption logic
    • Capacity-constrained planning
    • Inventory optimization strategies
  • Strong experience in:
    • Planning parameter design and tuning
    • Trade-off decision making across service, cost, inventory, and revenue
Systems & Tools

  • Hands-on experience with:
    • Oracle MRP / ASCP
    • Kinaxis RapidResponse / Maestro RR (scenario planning & simulation)
  • Proficiency in:
    • Power BI, SQL, Excel, or equivalent analytics tools
Preferred

  • Experience with AI/ML applications in supply chain planning
  • Familiarity with Python, Jupyter Notebook, or advanced analytics tools
  • Exposure to Digital Twin or Control Tower environments
