The Manager, Procurement Operational Excellence drives the effectiveness, transparency, and governance of procurement operations across business verticals for Malaysia market. This role ensures that procurement decisions are well-governed, data-driven, and aligned with business objectives, while providing frontline operational support and enabling market-specific planning, reporting, and system excellence. Acting as the bridge between central Procurement Excellence and business units, this position enhances operational efficiency, strengthens compliance, and fosters continuous improvement across all procurement activities.

The position is based in Kuala Lumpur, Malaysia.

Responsibilities

Performance Planning, Reporting, and Procurement Related Analytics

  • Develop and implement performance planning and reporting frameworks for procurement activities.
  • Set performance targets and monitor progress against key performance indicators (KPIs).
  • Conduct procurement-related analytics to support data-driven decision-making.
  • Analyse procurement data to identify trends, opportunities, and areas for improvement.
  • Prepare and present regular performance reports to senior management.

Procurement Process and Improvements

  • Lead the development and implementation of procurement processes to ensure efficiency and effectiveness.
  • Continuously identify and implement best practices to enhance procurement activities.
  • Monitor and evaluate the performance of procurement processes and make necessary improvements.
  • Facilitate cross-market knowledge sharing and best practices implementation for procurement process.

Tender Committee Secretariat Role

  • Serve as the secretariat for Gentari's Tender Committee, managing meeting coordination, documentation, and decision tracking.
  • Ensure timely and accurate preparation of tender submissions and maintain records to support audit and governance requirements.

Governance and Assurance Advisory Support

  • Provide governance and assurance advisory services to business procurement teams.
  • Ensure compliance with procurement policies, procedures, and regulations.
  • Conduct regular audits and assessments to identify areas for improvement.
  • Act as the primary point of contact for operational procurement support, complementing the central Procurement Excellence function.
  • Provide guidance and operational oversight to ensure compliance with policies & procedures.
  • Conduct periodic audits and assurance checks to maintain procurement standards across markets.

Operational Excellence Initiatives Identification and Execution

  • Identify and execute operational excellence initiatives to drive continuous improvement in procurement processes.
  • Collaborate with cross-functional teams to implement innovative solutions.
  • Track and report on the progress of operational excellence initiatives.

Systems & Data Support

  • Lead procurement system management, data integrity, and reporting automation.
  • Ensure accurate and timely data collection, validation, and analysis across all markets and business units.
  • Identify system/process improvements to enhance procurement transparency, efficiency, and digital adoption.

Procurement Capability

  • Support the development and execution of enterprise capability initiatives that strengthen functional excellence and future-readiness.
  • Work closely with Procurement Center of Excellence (CoE), Talent team (HR) and business leaders to align learning priorities and facilitate career growth and development initiatives.
  • Promote a culture of continuous learning and performance improvement through active support in upskilling, coaching, and capability-building efforts

Requirements:

  • Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field.
  • Minimum 10 years of experience in procurement operations, governance, or operational excellence roles, preferably in multi-market or multi-business environments.
  • Strong expertise in procurement governance, committee management, and compliance frameworks.
  • Advanced skills in procurement systems, ERP tools, and data analytics.
  • Proven experience in planning, reporting, and performance management in multi-market or multi-business environments.
  • Excellent communication, stakeholder management, and facilitation skills.
  • Strong problem-solving mindset with attention to detail and a drive for operational excellence.
  • Knowledge of industry supply chains, regulatory requirements, and market dynamics is a plus.
  • Ability to perform in a fast-paced environment, manage multiple priorities, and adapt to evolving business needs.
