Job Description

PURPOSE OF ROLE

The Special Officer, Office of the GCOO is a senior appointment within the immediate office of the Executive Director and Group Chief Operating Officer of Citaglobal Berhad. The role serves as a trusted extension of the GCOO's office, providing the principal with dedicated support on executive preparation, priority tracking, cross-functional coordination and follow-through across the Group.

The Special Officer ensures that the GCOO is well-briefed and well-supported ahead of Board, EXCO and management engagements, and that directives and commitments arising from those forums are systematically tracked and advanced. The role also supports the GCOO on special projects, sensitive matters and cross-subsidiary issues that require the principal's oversight or input.

This is not a secretarial or administrative role. It requires strategic depth, strong analytical capability, and the executive communication standard expected of a senior professional operating within the corporate office of a publicly listed group. The Special Officer works through preparation, coordination, and influence rather than direct operational authority, and must exercise sound judgment and discretion in all matters.

KEY RESPONSIBILITIES

a. Executive Preparation and Decision Support

  • Prepare briefs, talking points, management papers, strategic updates, and presentation materials to support the GCOO ahead of Board meetings, EXCO sessions, management reviews, and stakeholder engagements.
  • Synthesise information from across the Group into concise, decision-ready summaries and recommendation notes for the GCOO's review.
  • Provide data-driven analysis and scenario inputs to support the GCOO's decision-making on strategic, operational, and investment matters as required.

b. Priority Tracking and Follow-Through

  • Maintain the GCOO's priority tracker, ensuring that action items and commitments arising from Board, EXCO, and management forums are recorded, assigned, monitored, and followed through to completion.
  • Provide the GCOO with timely status updates and escalation briefs where key deliverables are at risk or require intervention.
  • Coordinate with subsidiary leadership teams, functional heads, and Corporate Office divisions to ensure systematic follow-through on the GCOO's directives.

c. Cross-Functional Coordination and Special Projects

  • Act as a coordination point between the GCOO's office and the Group's subsidiaries, functional teams, and Corporate Office divisions on matters requiring the GCOO's oversight.
  • Support the GCOO on special projects and ad hoc assignments that cut across business verticals, including research, analysis, and stakeholder coordination.
  • Facilitate the resolution of cross-functional issues escalated to the GCOO's office, ensuring matters are properly framed and tracked through to resolution.

d. Stakeholder Liaison and Governance Support

  • Support the GCOO in engagements with Board members, EXCO colleagues, external partners, and other stakeholders, including the preparation of meeting materials and follow-up documentation.
  • Assist with the preparation of materials for Board and Board Committee meetings as directed, ensuring outputs meet the Group's governance and documentation standards.
  • Handle confidential and sensitive matters with the highest level of discretion, professionalism, and integrity.

ROLE BOUNDARIES

The Special Officer operates as a coordination, preparation, and follow-through resource within the GCOO's office. The role does not carry line management authority over subsidiaries or functional teams. Where the GCOO's directives require delivery by others, the Special Officer facilitates, tracks, and reports. Escalation on unresolved matters is through the GCOO directly.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in Business Administration, Economics, Finance, Engineering, Strategy, Public Policy, or a related discipline. A Master's degree or MBA is an advantage.
  • Approximately 8 to 12 years of relevant professional experience in corporate strategy, management consulting, programme management, or senior executive support within a complex organizational environment.
  • A management consulting background or prior experience in a Group corporate office, CEO/COO office, or transformation function is strongly preferred.
  • Experience in or exposure to multi-entity groups, publicly listed companies, or diversified conglomerates. Familiarity with infrastructure, energy, construction, or telecommunications sectors is advantageous.
  • Proven ability to prepare Board papers, executive presentations, and management briefs to a high standard of clarity and governance readiness.
  • Strong cross-functional stakeholder management skills, with credibility to engage across seniority levels in a corporate environment.
  • Familiarity with corporate governance processes and the operating norms of a Malaysian PLC environment is an advantage.

  • Priority management and follow-through discipline, with the rigour to track multiple workstreams across a multi-stakeholder environment.
  • Stakeholder management and influencing skills, able to work across functions and seniority levels without formal authority.
  • Commercial awareness, with the ability to assess issues in terms of value, risk and practical implications for the Group.
  • Governance awareness and sound judgment, understanding when to escalate, when to act, and when to defer.
  • Fluency in AI-enabled work tools, including platforms such as ChatGPT, Claude and Gemini, with the ability to apply them responsibly to enhance research, analysis, and the preparation of executive materials.
  • High professionalism, maturity, and discretion in handling confidential and sensitive matters.
  • Proficient in English, both written and spoken. Proficiency in Bahasa Malaysia is an advantage.
